- Roll Call Approval of Meeting Minutes Review and Vote to Approve Meeting Minutes from September 1, 2026 Regular Meeting, September 8, 2026 Work Session, & September 10, 2026 Special Meeting Public Comment: There will be a three-minute time limit for anyone who wishes to make a public comment. Discussion and Updates Regarding 6th West Status and Vote to Place Cottonwood Addition Road Improvements Projects on Hold 2. Review and Vote to Award Town of Bluff Legal Counsel Contract 3. Update on PEPH Benefits Eligibility and Discussion and Vote to Adopt Employee Benefits Policy 4. Review and Vote to Approve Interlocal Agreement to Provide Building Inspection Services for Monticello City 5. Review and Approve Vehicle Use Policy 6. Discussion and Vote on Town Council Stance on San Juan County Proposition 7 Mayor's Proposed Town Position: The Bluff Town Council supports the passage of Proposition 7, which would raise sales tax revenues to support Emergency Medical Services (EMS) in San Juan County. As visitors to San Juan County are major recipients of EMS services, the sales tax provides an equitable way for tourism to support EMS while sparing residents property tax increases. Public Comment Period Regarding SJC Proposition 7 RE 1% Increase for EMS Invitation for opposition voices to express short statements of opposition (equal time to above statement, public comment invited 7. Reminders/Other - Housing Consultant RFP to be Issued September 21st - Town Council Invited to State Treasurer & Auditor Event in Monticello on 9/18 at 1:30pm - Pancake Breakfast on Saturday, September 19th - Meet the candidates on September 30th 8. - Regular Bluff Town Council Meetings are held the first and third Tuesday of each month at 4:00 PM. Bluff Town Council Work Sessions are held the second Tuesday of each month at 4:00 PM. Requests to be on the agenda may be submitted in writing to Josh Ewing at mayorewing@townofbluffutah.gov by noon the Thursday prior to the meeting date.
