- PAROWAN CITY COUNCIL MEETING AGENDA THURSDAY, JULY 23, 2026 - 5:30 P.M. PAROWAN CITY COUNCIL CHAMBERS 35 E. 100 N., PAROWAN, UT 84761 Notice is hereby given that the City Council of Parowan, Utah, will hold its regularly scheduled meeting beginning at 5:30 p.m. on Thursday, July 23, 2026. The Council will meet in the Council Chambers located at 35 East 100 North, Parowan, Utah. This is a public meeting, and everyone is invited to attend. The public is also welcome to view the meeting electronically on the 'Parowan City Live Stream' YouTube channel. COUNCIL MEETING: 1. Welcome and Call to Order: Mayor Halterman 2. Opening Ceremonies: By Invitation 3. Declaration of Conflicts With or Personal Interest In any Agenda Items: City Councilmembers 4. Public Comments (3 minutes each) A PUBLIC HEARING AUTHORIZING NOT MORE THAN $12,000,000 WATER REVENUE BONDS, IN ONE OR MORE SERIES, TO FINANCE DRINKING WATER SYSTEM IMPROVEMENTS, AND RELATED IMPROVEMENTS; PROVIDING FOR THE PUBLICATION OF A NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED AND REQUEST FOR PUBLIC COMMENTS; FIXING THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT, MATURITY, HARDSHIP GRANT ASSESSMENT FEE IN LIEU OF INTEREST RATE, AND DISCOUNT OF THE BONDS; PROVIDING FOR THE RUNNING OF A CONTEST PERIOD; AND RELATED MATTERS CONSENT AGENDA: 5. City Council Meeting Minutes from July 9, 2026 6. Warrant Register for July 23, 2026 ACTION AGENDA: 7. A RESOLUTION AUTHORIZING THE MAXIMUM REPAYABLE AMOUNT OF $12,000,000 WATER REVENUE BONDS, IN ONE OR MORE SERIES, PURSUANT TO A FINAL BOND RESOLUTION TO BE APPROVED BY THE MAYOR, AND CITY MANAGER AS THE PRICING COMMITTEE, TO CONSTRUCT WATER SYSTEM IMPROVEMENTS; AND RELATED MATTERS. Resolution 2026-12 8. Consideration and Possible Approval of Jordan Hirschi as a Shade Tree Committee Member 9. Annual Update of Fee Schedule for FY2027 - Resolution 2026-13 10. Sidewalk Policy - Resolution 2026-14 WORK AGENDA: 11. Discussion about Reserve Police Officer Pay - Chief Adams 12. Discussion about Planning Commission Recommendation to Update PCMC 11.01.020 Regarding Re-Roofing of a House 13. Reports, Updates, Old Business Follow Up: Elected Officials and Staff 14. Closed Session: The Council may consider a motion to move into a closed session for specific purposes allowed under the Open and Public Meetings Act (Utah Code ยง 52-4-205), including discussions of the character, professional competence, or physical/mental health of an individual; strategy sessions to discuss collective bargaining; strategy sessions to discuss pending or imminent litigation; strategy sessions to discuss the purchase, exchange, lease, or sale of real property, including any form of a water right or water share; discussions regarding deployment of security personnel, devices, or systems; and for attorney-client communications (Utah Code section 78B-1-137); or any other lawful purpose. 15.
