Public Comment: This is an opportunity to address the Council regarding your concerns or ideas. Please limit your comments to three minutes. (Individuals wishing to provide public comment may do so via email to City Recorder Cassie Brown, cassieb@syracuseut.gov, by 4:00 p.m. on February 24, 2026. Comments submitted by the deadline will be read for the record of the meeting.) c. Planning items: 1. Recommendation from Planning Commission: application for zone change for property located at approximately 2600 W. Quail Bluff Dr, Residential (R-1) to Professional Office (PO). (10 min.) d. Discussion/review of proposed lease agreement with Antelope BMX. (10 min.) e. Discussion regarding proposed amendments to Title Two of the Syracuse Municipal Code (SMC) pertaining to appointments to local districts. (10 min.) f. Discussion regarding proposed amendments to Title Two of the Syracuse Municipal Code (SMC) pertaining to government records retention. (5 min.) g. Discussion regarding proposed amendments to the Syracuse City Personnel Policies and Procedures Manual. (15 min.) h. Discussion/review of Syracuse City Mission and Vision Statements. (30 min.) i. Discussion and update regarding key bills in the 2026 Utah Legislative Session. (10 min.) j. Report from the Mayor regarding his attendance at the Creating Epic Destinations - Economic and Tourism Development Workshop. (10 min.) k.
