- Heber City Corporation 75 North Main Street Heber City, UT 84032 Airport Advisory Board (AAB) Meeting February 25, 2026 5:00 p.m. SPECIAL Meeting -Time and Order of Items are approximate and may be changed as time permits - I. Call to Order / Roll Call (Chairperson Talley) II. Pledge of Allegiance (Jay Henry or by invitation) III. Approval of Minutes (Robin Raines-Bond, City Deputy Recorder) 1. December 11, 2025, meeting minutes 2. October 8, 2025, meeting minutes IV. Public Comments: (Please limit comment to three (3) minutes per person.) V. General Business 1. Elemental Aviation SASO Application Review 2. Review Non-Reversionary Form Ground Lease 3. Recommendation to the City Council for the Airport Sponsor to install and operate a self service fuel island dispensing unleaded aviation fuel and overwing jet fuel. 4. Recommendation to the City Council for the Airport Sponsor to designate, and improve, as necessary, paid public parking for transient aircraft. 5. Recommendation to the City Council to designate Runway 22 as utilizing a Right Hand Traffic Pattern. 6. Recommendation to the City Council to establish a tax overlay zone for all property contained within the Airport Boundary and assess a 1% gross receipts tax. 7. Recommendation to the City Council to not expand or replace the current runway until it reaches the end of its useful life. 8. Recommendation to establish a committee to review and propose changes, if applicable to the Heber City Airport Advisory Board Bylaws. VI. Adjournment Ordinance 2006-05 allows Commission Members to participate in meeting via telecommunications media. In accordance with the American With Disabilities Act, those needing special accommodations during this meeting or who are non-English speaking should contact Robin Bond at the Heber City Offices 435-657-7887 at least eight hours prior to the meeting.
