- NOTICE OF PUBLIC MEETING TO THE PUBLIC AND RESIDENTS OF VERNAL CITY: Notice is hereby given that the VERNAL CITY COUNCIL will hold a regular meeting on February 18, 2026 at 6:00 p.m. in the Vernal City Council Chambers at 374 East Main St, Vernal, Utah. A G E N D A OPENING CEREMONY Invocation or uplifting thought Pledge of Allegiance STANDING BUSINESS Approval of the Minutes of the Special City Council Meeting held February 4, 2025 Approval of the Minutes of the Regular City Council Meeting held February 4, 2025 POLICY AND LEGISLATION Discussion and consideration of approval of employee attendance at local caucus meetings during work hours - Michael Harrington Discussion and consideration of approval of bid amount for the 100 North Water and Sewer Replacement Project - Keith Despain Consider approval of a funding grant agreement with Governor's Office of Economic Opportunity for the Sage block improvements - Keith Despain Consider the approval of Ordinance 2026-01, Changes to the Business License Code Section 5.04 Business License Generally - through Section 5.16 - Business License Fees- Braeden Christofferson Consider the approval to repeal the Vernal City Municipal Planning and Zoning Code Section 16.20.308 IADUs and adding section 16.20.100 ADUs, Ordinance No 2026-03 - Braeden Christofferson Consider the approval of an annual stipend of $3,600 to the Ashley Valley Sewer Management Board for appointed members - Keith Despain STAFF REPORTS CLOSED SESSION By motion of the Vernal City Council, pursuant to Utah State Code Title 52, Chapter 4, sections 204 and 205, the City Council may vote to hold a closed session for any of the purposes identified in that chapter.
