- PUBLIC NOTICE AND AGENDA DESERT EDGE PUBLIC INFRASTRUCTURE DISTRICT NO. 1 SPECIAL MEETING NOTICE IS HEREBY GIVEN THAT THE BOARD OF TRUSTEES OF DESERT EDGE PUBLIC INFRASTRUCTURE DISTRICT NO. 1 WILL HOLD A SPECIAL MEETING ON DECEMBER 8, 2025, AT YORK HOWELL, 10610 SOUTH JORDAN GATEWAY, SUITE 200, SOUTH JORDAN, UTAH 84095 AT 1:00pm A. Call to Order B. Preliminary Action Items 1. Election of District Chair. 2. Discussion of District Chair's Oath of Office, Ethical Behavior Pledge Form, and Conflict of Interest Disclosure Form. C. Consent Items 1. Approve the draft minutes of the board meeting held on November 3, 2025. 2. Approve and ratify payment applications and requisition requests made since last Board meeting. D. Public Hearing 1. Take public comment on the tentative operating and capital budget adopted on November 3, 2025, which is proposed to be adopted as the final operating and capital budget for calendar year 2026. E. Action Items 1. Consider adoption of Resolution 2025-06: A resolution adopting the final operating and capital budget for calendar year 2026, the previously adopted ad valorem tax rate remaining unchanged from the prior year. 2. Consider tentatively adopting Resolution 2025-07: A Resolution dissolving Desert Hills Public Infrastructure District Nos. 2-3 and set a public hearing to take public comment on the same. 3. Consider authorizing the District Chair to request proposals from audit firms for a 2025 audit and approve the District Chair to select a qualified auditor and sign their engagement agreement consistent with industry standards. 4. Consider renewing the District's engagement of York Howell for District Counsel services and authorizing the District Chair to sign the engagement agreement. 5. Consider renewing the District's engagement of Pinnacle Consulting for District Accountant services and authorizing the District Chair to sign the engagement agreement. 6. Consider engaging a district management firm for District Management services and authorizing the District Chair to sign the engagement agreement with the chosen firm. 7. Consider approval of a tentative District board meeting calendar for calendar year 2026. F. Administrative Non-Action Items 1. Board Training - Open and Public Meetings Act 2. Training required by state auditor for new board members: https://training.auditor.utah.gov 3. Open meeting discussion with Board members of any public infrastructure business. G.
