- City Council Agenda January 20, 2026 Third Floor - City Council Work Room, Council Chambers, and via Zoom 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Work Session City Council Work Room January 20, 2026 The purpose of the work session includes presentations and discussions regarding: - Agenda Review for the City Council meeting; - GOAL Foundation Annual Report; - Ogden Police License Plate Reader Update; - Consent to Annex unincorporated property at 2101 West Hinckley Drive into Roy City; - Zone Ogden Update; - Council Business; and - Council Comments. Any items not fully addressed prior to the 6:00 p.m. City Council meeting may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers January 20, 2026 1. Roll Call. 2. Opening Ceremony: a. Pledge of Allegiance. b. Moment of Silence. c. Acknowledgements. 3. Approval of Minutes: a. Work session of November 13, special meeting of Board of Canvass on November 18, and joint work session of November 18, 2025 - Council member Richey b. Regular meeting of November 18, 2025 - Council member Myers c. Work session and regular meeting of December 2, 2025 - Vice Chair Graf 4. Consent Items: (Roll call vote) a. Community and Economic Development Citizens Advisory Committee Appointments. Consideration of the appointments of Clancy Halsted and CodiAnne Nye to the Community and Economic Development Citizens Advisory Committee. (Approve appointments) b. Planning Commission Appointment. Consideration of the appointment of James Humphreys to the Planning Commission. (Approve appointment) 5. Unfinished Business: (Tabled from December 9, 2025) a. Proposed Rezone - 211 Patterson Street. Proposed Ordinance 2025-40 rezoning property located at 211 Patterson Street from Multiple-family Residential Zone (R-4) to Multiple-family Residential Zone (R-5) to allow development of a 25-unit multi-family project that will provide long-term housing options for young adults who have aged out of foster care, managed by the Ogden Housing Authority. (Adopt/not adopt ordinance - roll call vote) 6. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any issue or topic. To ensure that the meeting is managed in an orderly and efficient manner, public comments will be limited to three minutes or less per person, as determined by the Council Chair. Participants are to state their names for the record. Comments which cannot be made within the established time limit may be submitted to the City Council Office by email at citycouncil@ogdencity.gov, online at www.ogdencity.com/publicinput, or by voice message at 801-629-8158. 7.
