- Notice is hereby given The Mayor and City Council of Helper City, A Municipal Corporation, will hold a regular meeting On the 6th day of November 2025 at the Council Chambers 19 South Main, Helper, Utah. The meeting shall begin at 6:30 p.m. Agenda 1- Call to order. 2- Pledge of Allegiance. 3- Roll call. 4- Public Comment. 5- Approval of the minutes from the October 2, 2025 council meeting. 6- Discussion and possible approval of closing Main Street November 28th, December 5th and 6th for Christmas Town Parade. 7- Discussion and possible approval of Ordinance 2025-04, an ordinance setting City Council meeting dates for 2026. 8- Discussion and possible appointment of a new member to the Helper City Library Board. 9- Discussion and possible approval of Mountain View Cemetery GIS upload for $5,000 from Franson Civil Engineering. 10- Discussion and possible approval of leasing a Mini Excavator. 11- Discussion and possible approval of submitting an application for the Land Water Conservation Grant program for $580,000. 12- Discussion and possible approval of street lights costing $1,785. 13- Discussion and possible approval of waiving late fees for residents who previously received HEAT Assistance in 2024 or 2025. 14- Discussion and possible approval of waiving late fees for utility bills - Venice Kula. 15- Discussion on Wildcat Donation Expenses. 16- Discussion on limb pile. Reports only from Council Members and Department Heads. Closed session. Adjournment
