The next regular meeting of the Permanent Community Impact Fund Board (CIB) will be held on Thursday, January 8, 2026 at the Carbon County Courthouse Building, 751 East 100 North ~ Commission Chambers, Price City, Utah. The meeting will be open at 8:30 a.m. The action portion of the meeting will begin at 9:00 am and after the completion of the staff briefing. 1. Welcome & Introductions 2. Briefing A. Financial Review - DWS Finance 3. Approval of Minutes (November 6, 2025 CIB Meeting) 4. Priority Projects 4.1 Vernal City - $2,000,000 ($1,000,000 Grant, $1,000,000 Loan 10Yr. @ 0.5%) (Uintah) Major Roadway Rehabilitation Project. Reconsideration - Increased funding: $3,400,000 ($1,700,000 grant, $1,700,000 loan 10y @ 0.5%) 4.2 Myton City - $224,299 Grant (Duchesne) Culinary Water Improvements - Isolation Valves 4.3 Castle Valley Special Service District - $3,250,000 ($1,588,000 Grant, $1,662,000 Loan 6Yr. @1.5%) (Emery) Consolidated Capital Projects 2026 4.4 Gunnison City - $2,760,000 Loan 30Yr. @ 1.0% (Sanpete) Culinary Water System - Phase I - Tarr Canyon Well 4.5 Mt. Pleasant - $3,100,000 ($1,800,000 Grant, $1,300,000 Loan 7Yr. @ 1.0%) (Sanpete) City Roadway and Drainage Improvements 2026 4.6 Town of Leamington - $1,906,000 ($1,143,000 Grant, $763,000 loan 30y @ 1.0%) (Millard) Water Improvements - Back Up Well - Reduced Request and Scope: $203,000 Grant. 4.6 North Tooele Fire District - $3,501,000 loan for 30y @ 2.5% (Tooele) Lake Point Fire Station 4.7 North Tooele Fire District - $1,500,000 loan for 15y @ 2.5% (Tooele) Fire Apparatus Truck 5. Throughput Infrastructure 5.1 SCIC Throughput Application - FY2026 - Bulk Commodities Ocean Terminal (Phase I - Planning and Phase II Implementation) Phase I - $1,100,000; Phase II - $54,254,085 ($10,851,085 grant; $43,403,000 loan - terms to be determined) 6.
