- PUBLIC NOTICE AND AGENDA Downtown Revitalization Public Infrastructure District Board of Trustees, Special Meeting NOTICE IS HEREBY GIVEN THAT THE BOARD OF TRUSTEES OF THE DOWNTOWN REVITALIZATION PUBLIC INFRASTRUCTURE DISTRICT (THE 'DISTRICT') WILL HOLD A MEETING ON DECEMBER 18, 2025, AT 11:30 A.M. AT THE OFFICE OF GILMORE & BELL P.C., 15 WEST SOUTH TEMPLE STREET, SUITE 1400 (14TH FLOOR), SALT LAKE CITY, UTAH 84101 AND VIA ELECTRONIC MEANS. Board of Trustees John Larson Chair/Treasurer Michael Maughan Vice Chair Andrew Smith Clerk/Secretary Darrin Casper Assistant Clerk/Secretary Blake Thomas Board Member A. Call to Order B. Action Items 1. Approve Minutes from June 17, 2025, Board of Trustees Meeting. 2. Consideration an amendment to the 2025 budget to amend the debt service fund budget. 3. Set hearing date for 2025 final budget amendment. 4. Consider accepting the 2026 tentative budget and discuss adoption of a final budget. 5. Set hearing date for 2026 final budget. 6. Consideration of a resolution declaring the District's intent to reimburse itself for expenditures incurred in connection with financing all or a portion of the cost of improvements to the Salt Palace Convention Center and related improvements, with proceeds of bonds that it intends to issue, and related matters. 7. Discuss and consider request for proposal for auditor. C. Adjourn If needed, the Board may temporarily recess the regular meeting and convene in a closed session to discuss (a) the character, professional competence, or physical or mental health of an individual, (b) strategy sessions to discuss collective bargaining, (c) strategy sessions to discuss pending or reasonably imminent litigation, (d) strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares, or to discuss a proposed development agreement, project proposal, or financing proposal related to the development of land owned by the State, (e) strategy sessions to discuss the sale of real property, including any form of a water right or water shares, (f) discussion regarding deployment of security personnel, devices, or systems, (g) investigative proceedings regarding allegations of criminal misconduct as provided.
