- PAROWAN CITY COUNCIL MEETING AGENDA THURSDAY, DECEMBER 11, 2025 - 5:30 P.M. PAROWAN CITY COUNCIL CHAMBERS 35 E. 100 N., PAROWAN, UT 84761 Notice is hereby given that the City Council of Parowan, Utah, will hold its regularly scheduled meeting beginning at 5:30 p.m. on Thursday, December 11, 2025. The Council will meet in the Council Chambers located at 35 East 100 North, Parowan, Utah. This is a public meeting, and everyone is invited to attend. The public is also welcome to view the meeting electronically on the 'Parowan City Live Stream' YouTube channel. COUNCIL MEETING 1. Welcome and Call to Order: Mayor Mollie Halterman 2. Opening Ceremonies: By Invitation 3. Declaration of Conflicts With or Personal Interest In any Agenda Items: City Councilmembers 4. Public Comments (3 minutes each) CONSENT AGENDA: 5. Approval of City Council Meeting Minutes from November 13, 2025, and the Board of Canvassers Meeting Minutes from November 18, 2025, 6. Approval of Warrant Register for November 13, 2025 7. Approval of November 2025 Financial Report 8. Approval of Annual Schedule of City Council Meetings for 2026 ACTION AGENDA: 9. Committee Member Approvals: a. Andy Nelson - Planning Commission b. Chase and Sean Halterman - Airport Board (one as alternate) 10. Report on Pioneer Legacy Celebration at SUU and Participation Request for 2026: Justin Osmond 11. Approval of Just Serve Proclamation WORK AGENDA: 12. Water Rate Analysis Presentation and Discussion - Aaron Anderson from Bowen Collins and Associates 13. Report on Parowan Fire Department - Chief Alan Cavalieri 14. Continued Discussion on Snow Removal Policy 15. Continued Discussion on Breakwater Maintenance Options/Plan 16. Closed Session: The Council may consider a motion to move into a closed session for specific purposes allowed under the Open and Public Meetings Act (Utah Code ยง 52-4-205), including discussions of the character, professional competence, or physical/mental health of an individual; strategy sessions to discuss collective bargaining; strategy sessions to discuss pending or imminent litigation; strategy sessions to discuss the purchase, exchange, lease, or sale of real property, including any form of a water right or water share; discussions regarding deployment of security personnel, devices, or systems; and for attorney-client communications (Utah Code section 78B-1-137); or any other lawful purpose. 20.
