Smith Pledge of Allegiance: Council Member Ron Campbell 1. UNSCHEDULED PUBLIC APPEARANCES Please limit comments to three minutes per person. Please state your name. 2. CONSENT ITEMS Items on the consent agenda are of a routine nature. They are intended to be acted upon in one motion. Items on the consent agenda may be pulled for separate consideration. a. Approval of Meeting Minutes Stephannie Cottle, City Recorder September 16, 2025 b. Ratification of Large Purchases David Mortensen, Finance Director 3. ACTION ITEMS a. ORDINANCE: Text Amendment - Well Drilling Conditional Use Consolidation Development Code Update (Legislative) Rob Patterson, City Attorney/Planning & Zoning Administrator The City Council will hold a public hearing to consider and make a decision regarding a development code text amendment to consolidate the well drilling conditional use into the Public Utilities zone. b. RESOLUTION: Lone Peak Public Safety District Interlocal Agreement Amendment General City Management Erin Wells, City Administrator, Rob Patterson, City Attorney/Planning & Zoning Administrator The City Council will consider adopting changes to the Lone Peak Public Safety Interlocal Agreement, specifically on the process to amend the assessment formula charged to each city. c. RESOLUTION: Council Vacancy Appointment Procedures General City Management Rob Patterson, City Attorney/Planning & Zoning Administrator The City Council will consider updating its policies and procedures related to council vacancy appointments. 4. EXPEDITED ITEMS Items in this section are to be acted upon by City Council. These items have been brought before Council previously. The report and presentation may be abbreviated. a. ORDINANCE: 2026 City Council Meeting Schedule General City Management Stephannie Cottle, City Recorder The City Council will consider approving the City Council Regular Meeting Schedule for 2026. 5. DISCUSSION ITEMS Items in this section are for discussion and direction to staff only. No final action will be taken. a. Highland City General Plan Update, Presentation of Draft General Plan Amendment (Legislative) Jay Baughman, Assistant City Administrator/Community Development Director, Rob Patterson, City Attorney/Planning & Zoning Administrator The City Council will receive and begin review of the draft comprehensive update and amendment to Highland City's General Plan. 6. COMMUNICATION ITEMS Communication items are informational only. No final action will be taken. a. Canal Boulevard Traffic Calming and Speed Limit Chris Trusty, City Engineer/Public Works Director b. Quarterly Financial Report David Mortensen, Finance Director 7. CLOSED MEETING The City Council may recess to convene in a closed meeting to discuss items, as provided by Utah Code Annotated ยง52-4-205. ADJOURNMENT In accordance with Americans with Disabilities Act, Highland City will make reasonable accommodations to participate in the meeting.
