PUBLIC HEARING - ZONE CHANGE APPLICATION AS REQUESTED BY FORREST & SUSANNAH BARNARD TO CHANGE THE ZONE OF PARCEL O-4-2C-ANNEX FROM AGRICULTURAL (AG) TO AGRICULTURAL RESIDENTIAL (AR) 2.
