SALT LAKE CITY PLANNING DIVISION HISTORIC LANDMARK COMMISSION AGENDA Thursday, October 2, 2025, at 5:30 PM City & County Building 451 South State Street, Room 326 Salt Lake City, Utah 84111 (The order of the items may change at the Commission's discretion) This meeting will be held in person at the Salt Lake City & County Building. If you are interested in watching the Historic Landmark Commission meeting, it will be available on the following platforms: - YouTube: www.youtube.com/slclivemeetings If you are unable to attend in person but would like to submit comments regarding an item on the agenda, please email your comments to the staff contact listed for each item or provide general comments to historiclandmarks.comments@slc.gov. DINNER - Dinner will be served to the Commissioners and Staff at 5:00 p.m. in Room 326 of the City and County Building. During the dinner break, the Historic Landmark Commission may receive training on city planning-related topics, including the role and function of the Commission. HISTORIC LANDMARK COMMISSION MEETING WILL BEGIN AT 5:30 PM REPORT OF THE CHAIR AND VICE CHAIR REPORT OF THE DIRECTOR APPROVAL OF THE MINUTES PUBLIC COMMENTS - The Commission will hear public comments not pertaining to items listed on the agenda. PUBLIC HEARING 1. POSTPONED - Modification of New Construction at Approximately 136 S 700 E - Jay Rice is requesting modification of New Construction approval to modify the building materials and site features of a previously approved project at the above-listed address. New Construction was approved at October 6, 2022, Historic Landmark Commission meeting. The property is located within the Central City Historic District and is in the RMF-35 (Moderate Density Multi-Family Residential District). The subject property is in Council District 4, represented by Eva Lopez. (Staff contact: Sara Javoronok at 801-535-7625 or sara.javoronok@slc.gov) Case Number: PLNHLC2022-00724 2. Rear Addition for Blunt & Krieg at Approximately 317 N B Street - Mary Blunt and Peter Krieg, the property owners, are requesting Minor Alteration approval for a 2-story rear addition to their house at the above listed address. To accommodate a design more suitable for the Avenues Local Historic District, the proposal includes a request for an additional eight inches of building height and a reduction in the north side yard setback from four feet to three feet. The 2008 reconnaissance level survey (RLS) of the Avenues Local Historic District classified the building as a contributing structure to the historic district. The subject property is zoned SR-1A and located within Council District 3, represented by Chris Wharton. Liberty Park CLR and Vision Plan Update - The Public Lands Division, in collaboration with Mundus Bishop, is in the process of compiling a Cultural Landscape Report (CLR) for Liberty Park. The 70% draft report includes a site history, existing conditions, comparative analysis and evaluation of historic and existing conditions, and treatment recommendations for the park. The Planning Division will briefly discuss the CLR's role in guiding evaluations of future proposals for park improvements and maintenance. Public Lands staff and the consultants will brief the commission on the updates. Liberty Park is located in Council District 5, represented by Darin Mano. (Staff Contact: Kathryne Sonntag at 801-535-6140 or kathryne.sonntag@slc.gov) The next meeting of the Commission is tentatively scheduled for Thursday, November 6, 2025, unless a special meeting is scheduled prior to that date. For Historic Landmark Commission agendas, staff reports, and minutes, visit the Planning Division's website at slc.gov/planning/public-meetings. Staff Reports will be posted the Friday prior to the meeting and minutes will be posted two days after they are ratified, which usually occurs at the next regularly scheduled meeting of the Historic Landmark Commission. Anyone who is an 'adversely affected party' as defined by Utah Code Section 10-9a-103, may appeal a decision of the Historic Landmark Commission by filing a written appeal with the appeals hearing officer within ten (10) calendar days following the date on which a record of decision is issued. The applicant may object to the decision of the Historic Landmark Commission by filing a written appeal with the appeals hearing officer within thirty (30) calendar days following the date on which a record of decision is issued.
