- City Council & Redevelopment Agency Agenda September 16, 2025 Third Floor - City Council Work Room, City Council Chambers, and via Zoom 2549 Washington Boulevard, Ogden, Utah 84401 4:00 p.m. Joint Work Session City Council, also acting as the Redevelopment Agency City Council Work Room September 16, 2025 The purpose of the joint work session includes presentations and discussions regarding: - Agenda review for the City Council meeting; City Council - Proposed Frontrunner Station Area Plan; - Proposed Middle Income Housing Program Guidelines; - Council Business: o Youth Council Bylaws Amendments; and - Council Comments. Redevelopment Agency - Board Business; and - Board Comments. - Closed Session. Consideration of adjourning into a Closed Session pursuant to one or more of the provisions of Section 52-4-205(1) of the Open and Public Meetings Law: a. Discussion of the character, professional competence, or physical or mental health of an individual b. Strategy session to discuss collective bargaining c. Strategy session to discuss pending or reasonably imminent litigation d. Strategy session to discuss the purchase, exchange, or lease of real property e. Strategy session to discuss the sale of real property f. Discussion regarding deployment of security personnel, devices, or systems g. Investigative proceedings regarding allegations of criminal misconduct. (Adjourn/not adjourn into closed session - roll call vote) Any items not fully addressed prior to the 6:00 p.m. City Council meeting may be addressed immediately following that meeting. 6:00 p.m. City Council Meeting City Council Chambers September 16, 2025 1. Roll Call. 2. Opening Ceremony: a. Pledge of Allegiance. b. Moment of Silence c. Acknowledgements: i. Constitution Day - September 17, 2025 3. Approval of Minutes: a. Work session of July 22, 2025 - Council member Blair b. Joint work session of August 19, 2025 - Council member Graf c. Regular meeting of August 19, 2025 - Council member Richey 4. Reports from Planning Commission: a. Proposed Rezone - 853 7th Street. Proposed Ordinance 2025-29 rezoning 853 7th Street from R-1-6 (Single-family Residential Zone) to R-2S/CO (Two-family and Small Lot Residential Zone/Conditional Overlay) to allow development of an affordable owner-occupied, small family home project. (Receive input; adopt/not adopt ordinance - roll call vote) b. Proposed West Ogden/24th Street Interchange District Plan. Proposed Resolution 2025-16 adopting a district plan for the West Ogden/24th Street Interchange Area in preparation for the improvements that UDOT is making to the I-15/24th Street interchange and to the surrounding area. (Receive input; adopt/not adopt resolution - roll call vote) 5. Public Comments. This is an opportunity to address the Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their name for the record. Comments which cannot be made within these limits should be submitted in writing to the City Council Office (citycouncil@ogdencity.com). The Council encourages civil discourse for everyone who participates in our meetings. Comments pertaining to an agenda item that includes a public hearing should be given during the meeting as that item is discussed. 6. Comments: a. Mayor. b. Council members. 7. Adjournment.
