- Notice is hereby given that the City Council of Parowan, Utah, will hold its regularly scheduled meeting beginning at 5:30 p.m. on Thursday, October 23, 2025. The Council will meet in the Council Chambers located at 35 East 100 North, Parowan, Utah. This is a public meeting, and anyone is invited to attend. The public is also welcome to view the meeting electronically on the 'Parowan City Live Stream' YouTube channel. COUNCIL MEETING 1. Welcome and Call to Order: Mayor Mollie Halterman 2. Opening Ceremonies: By Invitation 3. Declaration of Conflicts With or Personal Interest In any Agenda Items: City Councilmembers 4. Public Comments (3 minutes each) PRESENTATION: Presentation and Final Plans for Main Street Bridge Project CONSENT AGENDA: 5. Approval of City Council Meeting Minutes from October 9, 2025 6. Approval of Warrant Register for October 23, 2025 ACTION AGENDA: 7. Resolution Amending Parowan City Fee Schedule - Resolution 2025-09 8. Possible Award of Parowan City Airport Fixed Base Operator (FBO) RFP 9. Award Contract for Diversion Structure Portion of Water Recharge Project WORK AGENDA: 10. Discussion on Possible Parowan City Art Program/Facility Development: Steve Decker 11. Discussion on Possible Recommendation to UDOT to Reduce speed on Portions of 200 South 12. Discussion on New City Code Regarding Building Inspections 13. Consider Recommendation from Planning Commission on Fencing Code Update 14. Reports, Updates, Old Business Follow Up: Elected Officials and Staff 15. Closed Session: The Council may consider a motion to move into a closed session for specific purposes allowed under the Open and Public Meetings Act (Utah Code ยง 52-4-205), including discussions of the character, professional competence, or physical/mental health of an individual; strategy sessions to discuss collective bargaining; strategy sessions to discuss pending or imminent litigation; strategy sessions to discuss the purchase, exchange, lease, or sale of real property, including any form of a water right or water share; discussions regarding deployment of security personnel, devices, or systems; and for attorney-client communications (Utah Code section 78B-1-137); or any other lawful purpose. 16. Adjourn CERTIFICATE OF POSTING: I, the duly appointed City Recorder of Parowan City, do hereby certify that the above notice and agenda was posted this 16th day of October, 2025.
