- NOTICE OF PUBLIC HEARING Public Notice is hereby given that the Administrative Control Board of Castle Valley Special Service District will hold a regularly scheduled Board Meeting on Thursday, October 16, 2025, in the Castle Dale Building Commission Board Room at 20 South 100 East, Castle Dale, Utah, starting at 7:00pm. In compliance with the ADA, individuals needing special accommodations (including auxiliary communicative aids and services) during the meeting should notify Castle Valley Special Service District at 435-381-5333 at least 3 days prior to the meeting. The agenda for the meeting is as follows: 1. Discuss/Approve/Deny: Minutes of September 18, 2025 2. Public Hearing to be held at 7:00pm to receive public comment with respect to obtaining a Community Impact Board loan and grant in the amounts not to exceed $1,700,000 and $1,600,000 respectively, for the 2026 District Capital Improvement Projects. 3. Discuss/Approve/Deny: Obtaining a CIB loan and grant in the amounts not to exceed $1,700,000 and $1,600,000 respectively, for the 2026 District Capital Improvement Projects. 4. Discuss/Approve/Deny: 2025 Construction Projects and Related Matters a. 2025 Street Project b. 2025 Drainage/Water Line Project c. 2025 Curb & Gutter Project d. Project Budget Review 5. Discuss/Approve/Deny: Outside District/City Culinary Water Connection - Margene Luke - Orangeville 6. Discuss/Approve/Deny: Division of Drinking Water fee, water, sewer, and secondary rate increase, proposed water rates & connection fee schedule 7. Discuss/Approve/Deny: 2026 Tentative Budgets 8. Manager's Report a. Review of Quarterly Financial Reports b. Update from Audit Committee 9. General Operational Items 10. Discuss/Approve/Deny: Voucher List 11. Adjourn
