- PAROWAN CITY COUNCIL MEETING AGENDA THURSDAY, SEPTEMBER 25, 2025 - 5:30 P.M. PAROWAN CITY COUNCIL CHAMBERS 35 E. 100 N., PAROWAN, UT 84761 Notice is hereby given that the City Council of Parowan, Utah, will hold its regularly scheduled meeting beginning at 5:30 p.m. on Thursday, September 25, 2025. The Council will meet in the Council Chambers located at 35 East 100 North, Parowan, Utah. This is a public meeting, and anyone is invited to attend. The public is also welcome to view the meeting electronically on the 'Parowan City Live Stream' YouTube channel. COUNCIL MEETING 1. Welcome and Call to Order: Mayor Mollie Halterman 2. Opening Ceremonies: By Invitation 3. Declaration of Conflicts With or Personal Interest In any Agenda Items: City Councilmembers 4. Public Comments (3 minutes each) PUBLIC HEARINGS - Parowan City Council will receive comments from the public on the following items: 5. Proposed Amendments to the Kay Geez Stock, LC Development Agreement 6. Proposed Amendments to the Open Space/Parks Code 7. Proposed Short Term Rental Code and Fees CONSENT AGENDA: 8. Approval of City Council Work Meeting and Regular Meeting Minutes from 9-11-2025 9. Approval of Warrant Register for September 25, 2025 ACTION AGENDA: 10. Chamber of Commerce Request to Set Up Winter Wonderland - Carylie English 11. Staheli/Walker Building Permit (Shared Driveway) 12. Sale of Property to Enbridge Gas 13. Enoch City Building Inspector Agreement 14. Parowan Airpark LLC MOU WORK AGENDA: 15. Freemont Solar Power Purchase Agreement Discussion - Jeremy Franklin 16. Closed Session: The Council may consider a motion to move into a closed session for specific purposes allowed under the Open and Public Meetings Act (Utah Code ยง 52-4-205), including discussions of the character, professional competence, or physical/mental health of an individual; strategy sessions to discuss collective bargaining; strategy sessions to discuss pending or imminent litigation; strategy sessions to discuss the purchase, exchange, lease, or sale of real property, including any form of a water right or water share; discussions regarding deployment of security personnel, devices, or systems; and for attorney-client communications (Utah Code section 78B-1-137); or any other lawful purpose. 21.
