- A Project Supported by the State of Utah Community Development Block Grant Program Grand County is accepting bids for the construction of roadways, sewer, water, electrical, and irrigation infrastructure as part of the Arroyo Crossing Phase II Infrastructure Construction Project, located at the Arroyo Crossing Subdivision, approximately 2022 S Spanish Valley Drive, Moab, UT 84532. Bid specifications are available electronically at grandcountyutah.gov/bids.aspx. Alternative paper copies are available by request through the Clerk/Auditor's Office, Business Hours between 8am-5pm. For bid process information, call Gabriel Woytek, Grand County Clerk/Auditor, at (435)-259-1322 or email gwoytek@grandcountyutah.gov. For technical information call Moab Area Community Land Trust, at (435)-261-2725 or email lharris@moabclt.org. The deadline for bids is October 24, 2025 at 5:00pm. Bids will be publicly opened and read in the Grand County Council Chambers on October 27, 2025 at 1:00pm. Grand County reserves the right to reject any or all bids, to waive informality in any bid, which in the opinion of Grand County shall best serve the interest of Grand County. Send electronic bid responses to the Clerk/Auditor email address above with the subject line 'Arroyo Crossing Phase II Infrastructure Construction Project,' or a sealed bid delivered to the Clerk/Auditor's Office (address above). Bids submitted after the official closing date and time will not be considered for award. Scope of work: The project will consist of the construction of infrastructure, earthwork and roadways to serve approximately 116 future affordable housing units at the Arroyo Crossing community land trust subdivision. Specific project improvements include the excavation and construction of two roadways and installation of water, sewer, and irrigation mains, trenching and installation of electrical conduit, and a storm drainage system. The approximate project area is 4.8 acres. Gas utility is not proposed as part of this project. A copy of the Plans and Complete Bid Package is available electronically at grandcountyutah.gov/bids.aspx or moabclt.org/bidding. This project is partially funded through a Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG). The contractor will be required to comply with all federal labor standards and attendant laws, including the payment of the most current Davis-Bacon wages and compliance with Section 3 to provide employment opportunities of lower income persons. Local, minority and woman-owned business owners are encouraged to bid. The lowest responsible bidder will be selected.
