Community Development Block Grant (CDBG) Second PUBLIC HEARING, Christy Dahlberg Tooele County will hold a public hearing to discuss the project determined to be applied for in the CDBG Small Cities Program in Program Year 2025. Tooele County will pass through funds to the Wasatch Front Regional Council for the Planning and Administration of the Community Development Block Grant program for Morgan, Tooele, and Weber Counties (excluding Ogden City). Comments will be solicited on project scope, implementation and its effects on residents. The hearing will begin at 7:00 P.M. on August 19, 2025 and will be held at 47 S Main Street, Council Chambers. Further information can be obtained by contacting Christy Dahlberg at 801-363-4250. Aging Services Recognized with Aging Innovations Award, Amy Hoftiezer Our program, The Next Chapter , was recently honored with a national Aging Innovations Award from USAging, one of only four top- scoring programs selected from across the country. In addition to national recognition, this award also came with a monetary prize, which will support the continued success and growth of the program. The Next Chapter is a participant-led program that offers vital connection and support for widows and widowers in our community. Landfill Master Plan Presentation, Wayne Anderston & Foresgren and Associate Forsgren and Associates will present an overview of the Landfill Master Plan, outlining key recommendations, long- term strategies, and future capacity planning to support the County's waste management needs. Recognition and Presentation of Parcel Value Analysis Development in the Assessor's Office, Joy Peters Partnering with ESRI, using ArcGIS Solutions, Cassandra and our GIS techs, Dylan and Brett, and our State Tax Commission partner, Nick, have worked together with our appraisers to develop and utilize software using our data and analysis tools within a dashboard to quickly review value areas in Tooele County. Consent Agenda: Contracts A. Erda City 2025 Interlocal Agreement for Services, Nathan Harris This is the interlocal agreement between Erda City and Tooele County for certain services. These include policing, civil inspections, trash, and assistance with roads. There were many iterations of different documents and this agreement supersedes all prior agreements related to the services and consolidates it all into one document for easier tracking. Update Contract Between BOE and Hearing Officer, Nathan Harris Renewal of two-year contract between Board of Equalization and Hearing Officer J. Manning. Attachments 1. Legislative Consulting Service Agreement with GTC Consulting, Andy Welch Tooele County has engaged a contractor to provide legislative consulting and lobbying services focused on intergovernmental relations and securing funding for key infrastructure projects. The contractor will work to support the County's legislative priorities, with a specific emphasis on obtaining funding for all phases of the new Midvalley Highway - including right- of- way, design, engineering, and construction-and will retain additional support as needed to assist in lobbying efforts. Roads $100,000: This transfer is to pay for increased repairs on heavy equipment. Human Services $37,800: This transfer is to fund an education/program specialist position for opioid use within the Corrections Department. Roads $60,000: This transfer is for funding to widen Pine Canyon and Burmester Road. Council $17,420: This transfer is for 51% of the salary and benefits of the purchasing agent from the Auditor's office to the County Managers' Office. Resolution 2025-12 - Amending (Increasing) the 2025 Budget, Alison McCoy - PUBLIC HEARING This resolution increases the General Fund by $1,947,679 and the Capital Improvement Fund by $227,000. Ordinance 2025-08 - Rezoning 61.02 Acres Just North of Higley Road From MU-40 to M-D ZC, Trish DuClos Mike Drury has requested that 61.02 acres of land located just north of Higley Road and south of I-80 be rezoned from MU-40 to M-D. The Planning Commission voted unanimously in favor of the rezone with a zoning condition that future business use proposed shall provide the number of trips per day that their business will bring. The max allowed trips for the entire proposed rezone area is capped at 250 trips per day until Higley Road is sufficiently improved to provide more traffic. Attachments 1. Ord 2025-08.pdf 2. Ordinance 2025-09 - Amending Section 2-2, Table 15-5-35, and 17-5-3.8 of the Land Use Ordinance, Trish DuClos Brock Brown requested a text amendment to the Land Use Ordinance codes to add a definition for 'firearms training facility / outdoor and indoor shooting range' as well as adding the term in the tables of uses as a conditional use. Ordinance 2025-10 - Amending Section 2-2 and Table 27-7.2 of the Land Use Ordinance, Trish DuClos Planning Staff has identified a need to add 'landfarming' and 'landfarming - modified' as definitions in the Land Use Ordinance as well as adding the terms in the tables of uses as a conditional use. Ordinance 2025-11 - Amending Chapter 35, Subdivisions, of the Land Use Ordinance, Trish DuClos Planning Staff has identified the need to amend Chapter 35, Subdivisions, of the Land Use Ordinance to adjust preliminary and final plat requirements in 'Major Subdivisions,' add 'Boundary Adjustments' in accordance with State codes, and make minor fixes. Resolution 2025-20 - Declaring the Intent of the Council to Establish an Energy Overlay Zone, Nathan Harris This resolution establishes the Council's intent to support electrical energy development in the State and specifically within Tooele County. The State of Utah adopted House Bill 249 in the 2025 General Legislative Session, which establishes procedures for counties in Utah to follow to pursue electrical energy development within county limits. Resolution 2025-21 - Amending the County Personnel Policy Manual, Matt Flygare This resolution amends the County Personnel Policy Manual to clarify the use of holiday and annual time for hourly employees, clarify the social media policy of the County, and make other minor changes. Agreement between Tooele County and Tooele County School District for the Use of Facilities During Emergencies, Bucky Whitehouse Tooele County currently has an agreement with the Tooele County School District for the use of their facilities during emergency events. With the recent addition of new buildings by the school district, this agreement has been updated to reflect the new buildings. This agreement affects both the emergency management and the health department of Tooele County. Legal authorities have reviewed this agreement and reflected suggested updates. Attachments 1.
