- Woodland Hills City Council Meeting Agenda September 23, 2025 Notice is Hereby Given that the City of Woodland Hills City Council will hold a Public Hearing, followed by a City Council Meeting on September 23, 2025, beginning at 6:00 p.m. Meetings are held at the Woodland Hills Center, 690 South Woodland Hills Drive, Woodland Hills, Utah. City Council Agenda 1. Call to Order- Mayor Winder 2. Invocation- Council Member Hillyard 3. Pledge- Council Member Kynaston Public Hearing 4. Request for a change in zoning from R1-1 to R1-19 for the property located at 90 East Highline 5. Proposed Amendment to City Code 8-5-1 Water Requirements and Policies 6. Development Agreement between Woodland Hills and Three Bridges Business and Discussion Items 7. Ordinance 2025-31: Adopting a Change in Zoning from R1-1 to R-19 for property at Highline 8. Ordinance 2025-32 Adoption of a Development Agreement between Woodland Hills and Three Bridges 9. Resolution 2025-20 Appointing a City Community Development Director 10. Approval of Funds for Engineering to begin the engineering portion of Phase 3 of the Pavement Management Preservation Plan 11. Approval of Funds for Repairs to the Maple Canyon Booster Station 12.
