- Notice of Funding Availability (NOFA) for City of Eagle Mountain, Orem City, Provo City, Lehi City, and Utah County Program Year 2026 CDBG Funding The City of Orem, Provo City, Lehi City, Eagle Mountain City, and Utah County Community Development Block Grant (CDBG) Programs estimate having approximately $443,276 to fund public service projects for the 2026 Program Year. Additional funding will be available for city/county only projects. Pre-applications will be available October 14th, and final applications will be available no later than February 5, 2026. The pre-applications and final applications will be available via Neighborly.com. Pre-applications are due on or before 5:00 p.m. (MST) Thursday, November 20, 2025. Final applications will be due on or before 5:00 p.m. (MST) Monday, February 5, 2025. Application workshops-ALL interested applicants must attend a 'How to Apply' in-person workshop. Staff will review application guidelines and the PY-2026 application process. Applicants will need to attend one of the following joint workshops: October 14, 2025, at 10 a.m. (Public Service Projects) October 14, 2025, at 11 am. (Capital Projects) Both workshops will be held in Provo City's Community Room, located at 445 West Center, Provo, 1st floor. Public parking can be found at approximately 425 West 100 South. The How to Apply Workshop will also include Neighborly training and application setup. Please bring a laptop with you. To RSVP and get email reminders, fill out this form. Eligible projects - Public services and capital projects for public service agencies that are HUD eligible and meet one of the HUD National Objectives. Eligible applicants may be nonprofit agencies, housing authorities, or for-profit entities. Proposed projects must comply with the U.S. Department of Housing and Urban Development funding criteria and priorities established in the Utah Valley Consortium Consolidated Plan 2025. It is anticipated funding recommendations will be made by a Joint CDBG Commission and/or Entitlement Specific Commission (Provo, Orem, or Utah County) in March 2026 with funding allocations approved by County Commission or City Councils in May 2026. Funding awards and contract negotiations will start late summer/early fall, depending on when federal funds are released. Approximate funding availability (based on PY-2025 funding): Lehi City: $332,739.00 Orem City: $569,542 Provo City: $1,210,634 Utah County: $1,425,085 Eagle Mountain City: $239,813 Projects and services must be delivered within Utah County.
