CALL TO ORDER: 1. Call to Order - Mayor Justin Sip 2. Pledge of Allegiance - Councilman Campbell 3. Statements of Belief/Opening Prayer - Councilman Chaves B. APPROVAL OF AGENDA: 1. Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from November 20, 2024, City Council Meeting. D. CITY DEPARTMENT REPORTS 1. Ash Creek Special Services District Representative 2. Hurricane Valley Fire District Representative - Merlin Spendlove 3. Stanley Consultants - Bob Lamoreaux 4. Public Works Director - JD Adams 5. Planning & Zoning Administrator - Emily Teaters 6. Assistant City Manager - Darrin LeFevre 7. City Manager - Ben Billingsley E. PUBLIC FORUM: Limit three (3) minutes per person; please address the microphone and state full name and address. Please note there will be no response by any city official during this time. For specific questions, please contact staff directly. F. BUSINESS: 1. Discussion and possible action on DNR Smart Controller Grant Award. 2. Discussion and possible action on Resolution 2024.XX - Uniform Fee Schedule. 3. Discussion and possible action on the Washington County Water Conservancy District's Reuse Authorization Contract. 4. Discussion and possible action on Ordinance 2024.XX - Toquerville Dog Control Ordinance Revisions. 5. Discussion and possible action on Resolution 2024.XX - City Council and Planning Commission Annual Meeting Schedule. G. CALENDAR OF EVENTS: 1. LaVerkin Winterfest Light Parade featuring the Toquerville Royalty - Saturday, December 7, 2024 at 6:00 PM. 2. Wreaths Across America - Saturday, December 14, 2024 at Toquerville Cemetery at 10:00 AM 3. Christmas Lighting Contest - Sign Up on Toquerville.org by December 19, 2024. 4. Toquerville City Office will be closed Wednesday, December 25, 2024, in observance of Christmas Day. H. CLOSED SESSION: (if needed) 1. Discussion of the character, professional competence, or physical or mental health of an individual. 2. Strategy sessions to discuss collective bargaining. 3. Strategy sessions to discuss pending or reasonably imminent litigation. 4. Strategy sessions to discuss the purchase, exchange, or lease of real property, including any form of a water right or water shares. I. ADJOURN: In compliance with the Americans with Disabilities Act, individuals needing special accommodations (including auxiliary communicative aids and services) during this meeting should notify the City Office 435.635.1094, at least 48 hours in advance.
