- PAROWAN CITY COUNCIL MEETING AGENDA JULY 31, 2025 - 5:30 P.M. PAROWAN CITY COUNCIL CHAMBERS 35 E. 100 N., PAROWAN, UT 84761 Notice is hereby given that the City Council of Parowan, Utah, will hold its scheduled meeting beginning at 5:30 p.m. on Thursday, July 31, 2025. The Council will meet in the Council Chambers located at 35 East 100 North, Parowan, Utah. This is a public meeting, and anyone is invited to attend. The public is also welcome to view the meeting electronically on the 'Parowan City Live Stream' YouTube channel. COUNCIL MEETING 1. Welcome and Call to Order: Mayor Mollie Halterman 2. Opening Ceremonies: By Invitation 3. Declaration of Conflicts With or Personal Interest In any Agenda Items: City Councilmembers 4. Public Comments (3 minutes each) CONSENT AGENDA: 5. Approval of City Council Meeting Minutes from 6. Approval of Warrant Register for July 31, 2025 ACTION AGENDA: 7. Off Premise Beer License - Local Consent: Maverik #790 (New Store), Family Dollar 8. Discussion and Possible Approval of Prime West Development L C Annexation Agreement Final Language 9. Review and Approve America 250 MOU WORK AGENDA: 10. Old Rock Church Project Update 11. Discussion on Options to Aerate Meeks Pond 12. Discussion on Main Street Crosswalk Project 13. Discussion on Open Space/Parks Land Use Code Recommendation 14. Procurement Policy Discussion 15. Reports, Updates, Old Business Follow Up: Elected Officials and Staff 16. Closed Session: The Council may consider a motion to move into a closed session for specific purposes allowed under the Open and Public Meetings Act (Utah Code ยง 52-4-205), including discussions of the character, professional competence, or physical/mental health of an individual; strategy sessions to discuss collective bargaining; strategy sessions to discuss pending or imminent litigation; strategy sessions to discuss the purchase, exchange, lease, or sale of real property, including any form of a water right or water share; discussions regarding deployment of security personnel, devices, or systems; and for attorney-client communications (Utah Code section 78B-1-137); or any other lawful purpose. 17.
