- ECHO CANYON PRELIMINARY MUNICIPALITY BOARD Public Meeting Agenda June 12, 2025, at 12:00 PM Physical Location: 1813 Kane Springs Road (Onsite Construction Structure) Echo Canyon, Grand County, Utah 84532 The Preliminary Municipality Board of Echo Canyon ('Board') will meet in public session to hold its Board Meeting on June 12, 2025, at 12:00 PM. The meeting will be held in-person meeting at 1813 Kane Springs Road (Onsite Construction Structure), Echo Canyon, Grand County, Utah 84532. The public is welcome to attend the Board Meeting. The Agenda includes the following items, any of which may be acted on, discussion only, or deferred to a later date: AGENDA 1. Welcome and call meeting to order, Craig Weston, Board Chair. 2. Accept and Ratify the appointment of the following Craig Weston Board Member and Chair, Thomas Gottlieb, Board Member, Trent Arnold, Board Member, Jonathan Hoffman, Board Member. 3. Administer Oath of Office to Board Members 4. Action: Engage and appoint Municipal counsel 5. Action: Engage and appoint Municipal Engineer 6. Action: Designate and appoint Municipal Clerk & Recorder 7. Open and Public Meeting Act Training 8. Conflict of Interest Disclosure Statement of Board Members (individual actions) 9. Board Member Reports (and others as invited by the Chair) 10. Discussion/Action Items (Administration and Resolutions): a. Designate and appoint Municipal Treasurer b. Authorize administrative tasks to be completed by Municipal Treasurer, including opening bank accounts and preparing policies and procedures as appropriate for Echo Canyon c. Adopt Annual Meeting Schedule for Board d. Adopt Procurement Policy e. Adopt Records and Communications Policy f. Adopt Rules of Order and Procedure for Planning Commission and Municipality Board Meetings g. Adopt Electronic Meetings Policy for Planning Commission and Municipality Board h. Authorize Chair to execute documents consistent with or required by Board actions or documented in the Petition for Incorporation, including acceptance and finalization of Cash Deposit Agreement i. Authorize insurance coverage negotiation and approval j. Authorize administrative funding and reimbursement agreement between Echo Canyon and initial landowners k. Invite Grand County to appoint a Board Member pursuant to Utah Code § 10-2a-509(1)(a) 11. Discussion/Action Items (Code and Ordinances): a. Ordinance No. 2025-O-__: Establishing the Echo Canyon Planning Commission including appointment of initial Planning Commission Members b. Ordinance No. 2025-O-__: Administrative Code c. Ordinance No. 2025-O-__: Health and Safety Code 12. Direction to Planning Commission a. Direct Planning Commission to create a General Plan for Echo Canyon b. Direct Planning Commission to create, hold public hearing(s), and make recommendations on land use regulations, including, without limitation: i. Building Code ii. Fire Protection Code iii. Excavation and Grading Code iv. Subdivision Ordinance v. Land Use Code 13. Potential closed session to discuss the character, professional competence, or physical or mental health of an individual, pending or reasonably imminent litigation, the sale or purchase of real property, and/or other matters as permitted by Utah Code §§ 52-4-204 through 205 (if needed, motion and majority vote required to proceed). 14. Adjourn
