MIDVALE CITY COUNCIL REGULAR MEETING AGENDA May 20, 2025 Public Notice Is Hereby Given that the Midvale City Council will hold a regular meeting on May 20, 2025 at Midvale City Hall, 7505 South Holden Street, Midvale, Utah as follows: Electronic & In-Person City Council Meeting This meeting will be held electronically and in-person. Public comments may be submitted electronically to the City Council at Midvale.Utah.gov/PublicComment by 5:00 p.m. on May 19, 2025. The meeting will be broadcast on You-Tube (Midvale.Utah.gov/YouTube) 6:00 p.m. - WORKSHOP - Cemetery Discussion [Jerimie Thorne, Deputy Public Works Director] 6:30 p.m. - REGULAR MEETING I. GENERAL BUSINESS A. WELCOME AND PLEDGE OF ALLEGIANCE B. ROLL CALL C. Unified Police Department Report [Chief April Morse] II. PUBLIC COMMENTS Any person wishing to comment on any item not otherwise scheduled for a public hearing on the agenda may address the City Council at this point by stepping to the microphone and giving their name for the record. Comments should be limited to not more than three (3) minutes unless additional time is authorized by the City Council. Citizen groups will be asked to appoint a spokesperson. This is the time and place for any person who wishes to comment on issues not scheduled for public hearing. Consider Resolution No. 2025-R-30 Authorizing the Mayor to Sign an Access Agreement for the Use of City Property with 2 Row Brewing, LLC. [Aubrey Ruiz, Community Development Executive Assistant] VII. PUBLIC HEARINGS - 7:00 P.M. A. Public hearing with respect to (a) the issuance of Water, Sewer, and Storm Drain Revenue Bonds, Series 2025 and (b) the potential economic impact that the improvements, facility or property to be financed with the proceeds of the Series 2025 Bonds will have on the private sector. [Laura Lewis, LRB Public Finance Advisors] ACTION: Consider Resolution No. 2025-R-28 authorizing a preliminary official statement and an official statement required in connection with the issuance and sale of not more than $18,500,000 aggregate principal amount of Water, Sewer and Storm Drain Revenue Bonds, Series 2025 and other documents required in connection therewith; authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by the resolution; and related matters. B. Consider a Zone Map Amendment to add the Regional Commercial Residential Overlay Zone to a property located at 7001 S 900 E. Information regarding the proposed regulations, prohibitions, and permitted uses the property will be subject to if the rezone is adopted can be found in Midvale City Code 17-7-12.1. [Wendelin Knobloch, Planning Director] ACTION: Consider Ordinance No. 2025-O-08 Authorizing a Zone Map Amendment to add the Regional Commercial Residential Overlay Zone to a property located at 7001 S 900 E. C. Consider a Zone Map Amendment from the Single Family Residential Duplex Overlay (SF- 1 DO) Zone to the Multifamily Residential-Medium to High Density (RM-25) Zone for two properties located at 6854 S 700 E and 6852 S 700 E. Information regarding the proposed regulations, prohibitions, and permitted uses the property will be subject to if the rezone is adopted can be found in Midvale City Code 17-7-4. Discussion on Adopting a Drought Contingency Plan [Bryton Mecham, Utilities Water Quality & Regulatory Administrator] IX. POSSIBLE CLOSED SESSION The City Council may, by motion, enter into a Closed Session for: A. Discussion of the Character, Professional Competence or Physical or Mental Health of an Individual; B. Strategy sessions to discuss pending or reasonably imminent litigation; C. Strategy sessions to discuss the purchase, exchange, or lease of real property; D. Discussion regarding deployment of security personnel, devices, or systems; and E. Investigative proceedings regarding allegations of criminal misconduct. X.
