Cleveland Town Council Meeting Approved Minutes April 10, 2025 The regular meeting of the Cleveland Town council was held at the Public Safety Building located at 130 W Main in Cleveland, Utah, on Thursday, April 10, 2025 at 7:00 pm. In attendance were: Whitney Guymon, Kristen Vose, Mayor Shawna Horrocks, and Danae' Jensen. Chance Thompson on phone. Clerk Nancy Livingston and Treasurer Heather Holt. Public Attendance: Darcey and Gregg Powell, Liz Turner, 2 Emery High School Representatives, Kimalee Allred & daughter-in-law. Called to order at 7:03 pm. Pledge led by Mayor Horrocks. Minutes: Whitney Guymon made a motion to approve the March minutes. Seconded by Danae' Jensen. All were in favor, motion passed. Public Comments/Questions: Emery High School Student Council representatives asked the council for a donation for the graduation spectacular party they hold so students have somewhere to go and do fun things on graduation night. In return they will do community service projects. Item #1 Heather Holt is requesting budget items for 2026. Ideas given from council were Old Town Hall electrical, Pavilion roof fixed, sidewalk repairs-former Mayor Preston Wilson had list, Pickle Ball Court by Danae' Jensen. Item#2 Cleveland Cleanup Crew. Darcey Powell, spokesperson for Cleveland Cleanup Crew, asked if the town bought weed spray and when would they spray for weeds. She stated that we need to spray weeds every 2 weeks. Clean up date for tomorrow she has lists ready and a phone tree ready. Activity girls from both wards will clean up park. Darcey Powell says main thing will be starred. Mayor asked if we can have people give hours of service and how many people. Also, we need to do volunteers differently with guidelines due to liability issues. Jason Merrill stated that there are lots of big weeds behind cemetery shop. South side of Second South is county property. Asked if we still have an employee and reply was yes. 2nd South Center Street has a clogged sidewalk drain. The town is aware of it and is looking into getting it fixed. Item #3 Discuss annual COLA increase or raises for part-time non-benefited employees. Treasurer Heather Holt was asked if the budget could handle a COLA, and her reply was yes. Mayor researched that 2.5% is used as a COLA in some places. Council would like some numbers in front of them for budget. Kristen Vose asked that it get put on next month's agenda. Item #4 Approve bills and Town financials for payment. Danae' Jensen made a motion to pay the bills and city financials. Second by Whitney Guymon. Roll Call Vote: Danae' Jensen-yes, Mayor Shawna Horrocks-yes, Kristen Vose-yes, Whitney Guymon-yes, Chance Thompson-yes. All were in the affirmative, motion passed. Item #9: Council Reports. Chance Thompson: (LEPC): not a lot with town, mostly on hospital operation Health Guardian to test hospital employees to not give out private info; warning about SWAT calling where they call in problems to distract police from real area of where they are; working on Medical Strike team where SWAT will have EMTs go with them. Reunification of families at events in county or towns. Sherriff's rope team, hazmat, and Search & Rescue were training with Guard on desert. Danae' Jensen: (REC): Rec meeting next Monday. Shawna Horrocks: (CVSSD, EMS): EMS: voted an amount for EMT's, hoping to get more people, $1/hour to be on call, looking at asking towns to help finance with a percentage of the population. CVSSD looking at projects for next year. CIB grant talked with Todd stating priority is still mini excavator and salt shed. Grants will require match money-some can be volunteer in-kind. Kristen Vose(PZ):PZ had Sandra Oveson asking to fence her yard in back and maybe in front with chain link with required zoning heights. It was approved. Dog issue needs to be looked into with combining with other Towns. Whitney Guymon (YC): getting set up with youth council. Item #10 Adjourn Meeting Danae' Jensen made a motion to adjourn the meeting. Second by Kristen Vose. All were in favor, meeting adjourned. Nancy Livingston, Clerk
