- AMERICAN FORK CITY COUNCIL MAY 13, 2025 CITY COUNCIL AGENDA - AMENDED* *Notice of Electronic Meeting* One or more City Council members may be physically absent from this meeting but may participate electronically. The American Fork City Council will hold a public hearing in conjunction with the regular session on Tuesday, May 13, 2025, in the American Fork City Hall, 31 North Church Street, commencing at 7:00 p.m. The agenda shall be as follows: PUBLIC HEARING - Receiving public comments on the declaration of real property located at approximately 700 South 100 West (Parcel Numbers 13:050:262, 13:066:0024, and 13:050:0263) to be surplus and disposed of. - Receiving public comments on the city's fiscal year ending June 30, 2026, tentative budget, including PARC Tax allocations. REGULAR SESSION 1. Pledge of Allegiance; Invocation by Council Member Carroll; roll call. 2. Presentation by the Utah Recreation and Parks Association for the Recreation Professional of the Year-Active Aging award to Cindy Healey. 3. Presentation by the Utah Recreation and Parks Association for the Department of the Year award. 4. Twenty-minute public comment period - limited to two minutes per person. 5. City Administrator's Report 6. Council Reports 7. Mayor's Report COMMON CONSENT AGENDA (Common Consent is that class of Council action that requires no further discussion or which is routine in nature. All items on the Common Consent Agenda are adopted by a single motion unless removed from the Common Consent Agenda.) 1. Approval of the April 22, 2025, city council minutes. 2. Approval of the April 29, 2025, work session minutes. 3. Approval of the authorization to release the Improvements Durability Retainer of $7,411.48 for Abundant Brand, located at 472 Elm Street. 4. Approval of the authorization to release the Improvements Construction Guarantee in the amount of $544,801.23 and issue a Notice of Acceptance for the Pando Lake Industrial construction of public improvements located at approximately 860 East 870 South. 5. Approval of a Performance in Lieu agreement with Holmes Gunther Estates LLC for the Ellen's 2 subdivision at approximately 490 North 900 East. 6. Approval of an escrow agreement with Holmes Gunther Estates LLC for the Ellen's 2 Subdivision located at approximately 490 North 900 East. 7. Ratification of city payments (April 16, 2025, to May 6, 2025) and approval of purchase requests over $50,000. ACTION ITEMS 1. Review and action on approval of the following appointments to the Historic Preservation Commission: a. Jane Ann Woodhead, with a term ending 2028 b. Katelyn Paskett, with a term ending 2028 2. Review and action on a request for a Temporary/Seasonal Use License, known as Gooey Gourmet Brownies, located at approximately 850 West 700 North. 3. Review and action on an ordinance approving a Zone Change, known as Learning Blocks Daycare, located at approximately 355 East 200 South. On approximately 0.61 acres, the property proposes to change from the General Commercial (GC-1) Zone to the R2-7500 Residential Zone. 4. Review and action on acceptance of the city's fiscal year ending June 30, 2026, tentative budget. 5. Review and action on a resolution approving the declaration of real property located at approximately 700 South 100 West to be surplus and disposed of. 6. Consideration and action to enter into a closed session to discuss items described in Utah State Code 52-4-204 and 52-4-205. 7. Adjournment.
