1. Call to Order 2. Consent Agenda Be it hereby moved that the following consent agenda items stand approved: a. Agenda for the 6 May 2025 City Council Meeting b. Warrants c. Minutes of the 15 April 2025 City Council Work Meeting d. Minutes of the 15 April 2025 City Council Regular Meeting 3. Council Meetings / Discussion (Mayor Johnson - Approximately 15 minutes) - Discuss regular versus strategic planning meetings held by the City Council. 4. Caf Galleria / Leasing Parking (Andy Jenkins - Approximately 30 minutes) - Discuss and possibly lease parking to the Caf Galleria located at 101 West Main Street (Zoning is C-2). 5. TAP Tax Grants / Process and Parameters (Camille Palmer - Approximately 30 minutes) - Discuss the process and parameters for requesting and awarding TAP tax funds. 6. HVSSD / Will Serve Letter (Council Member Drury - Approximately 30 minutes) - Discuss amending the Midway City Municipal Code to require a will serve letter from the Heber Valley Special Service District (HVSSD). 7. Ice Rink Improvements and Activity Building (Mayor Johnson - Approximately 90 minutes) - Discuss improvements to the Midway City Ice Rink and/or constructing an activity building on the Town Square located at 150 West Main Street. 8. Priorities - Review priorities to be considered at future strategic planning meetings. 9. Adjournment Priorities - Affordable housing (June) o How to facilitate. o Identify the reasons why affordable housing is not being built in the City. o Potential density for preserving a historic structure. - Main Street / Commercial Zones (July) o Realignment of commercial zones. o Reconsider regulations for upper and lower levels in structures. o Review all regulations for Main Street. - Resort tax (July) o Consider zoning changes to continue qualifying for the tax. - Planned Performance Code (October) o Reduce density by as much as 20%. Density could be earned back if certain criteria were met. - Rural cross-section (October) o Make mandatory for certain subdivisions. - Title 16 (Land Use) (October) o Reconsider the entire title. - Zones / zoning map (October) o Decrease density as you move away from the center of the City. o Reconsider all zones. o Reconsider the entire map. - Steeples (?) o Refine code.
