What would you as a board member consider to be a city's defensible and reasonable exercise of local authority compared to a city's action that may be legal but could create a League-wide political vulnerability? - Note: League staff will have examples of anecdotes that we've validated in recent weeks for you to consider where they fit on the spectrum. - Question 2: The political process has become more grassroots driven. The League has long had a successful grass roots effort ('League Army') and we improved our communication tools in 2025. What can the League do to help you build relationships with legislators and also convince them to run fewer bills that impact cities? - Question 3: We have discussed moving away from specific subject matter resolutions passed at the Annual Convention and moving to a policy platform that would cover many topics and which can be ratified and updated every year. What should the League platform look like? - What matters most to us? - What policy gaps do we have in our current resolutions? - How often should LPC review the platform? - How detailed, broad, or binding should the policy platform be? - Caucus plan for Midyear Conference and board participation therein - State housing plan next steps - How to track municipal data and impact of implementation of new bills - Challenges/opportunities that your cities are facing ACTION: Discussion on challenges/priorities HANDOUTS: Progress report from board strategic sessions in springs 2022, 2023, and 2024 ULCT Resolutions 9) Other Business 10) Adjourn
