There is limited in-person attendance. The Electronic/hybrid format is allowed under the Utah Open Public Meetings Act, and these proceedings are being recorded as required under that statute. As a reminder to all in attendance, the proceedings, presentations, the Agenda, and all of the materials provided for this meeting, together with the Minutes of this meeting, and any chats or texts between members of the Board will also become part of the public record of this meeting.' With a quorum, official business of the committee may commence. We ask that they remain muted until the public comment period. Committee members attending virtually may use the Raise Hand function on Google Meets anytime they have a question and they will be called on. Scoring procedure - Caroline The Utah Outdoor Recreation Infrastructure Advisory Committee will review, discuss, and vote on the project applications that seek funding from the grant programs (see attached list) The committee may adopt some procedures that will shorten the review time for the committee, while still allowing for sufficient time to review the remaining projects and considering various factors for a fair assessment to determine funding. Special consideration should be made for rural counties. Another consideration that should be taken into account is for projects that can serve a variety of outdoor recreation activities. Patrick will periodically show the committee where the funding is going by both county and outdoor recreation activity. NOTE: A committee member may make a motion to have the committee reconsider a project at any time. With just three committee members assigned to an application, one reviewer with a critical bent can really bring down the average score. Some of the projects are worth a re-review during the scoring committee for one reason or another.. Lowest ranked projects: If a motion is made, the committee may vote to review only the applications that received scores above a minimum level. Rule 357-16-7 (2b) states that 'All but the lowest ranked projects will receive a review during the scoring committee.' Highest ranked projects: A committee member may make a motion to have the committee vote for a grouping of the highest ranked projects. If this were done, the committee could then spend the time concentrating its scoring efforts on the mid-ranked projects. If a motion is made and seconded, the committee may vote on a choice to fund all projects in the top tier by a given percentage. No motions can be made to deliberately NOT fund a project. Committee members take turns presenting on the grants, followed by a discussion on the strengths, weaknesses, and summaries of each of the remaining applications. A motion can then be made to fund the project and if the majority of the committee votes to award funding, that project will receive funding. If we plan to evaluate all 104 applications (not including Regional Asset Tier), the ideal would be to give up to 2 minutes to consider each project, which could be broken down as follows: 30 seconds for reviewer presentation 1 minute discussion of the project by the committee 30 seconds for motion and voting procedure. If reviewing fewer than the full amount, up to 3 minutes can be taken. For the Regional Asset Tier ONLY. The committee will vote to fund and will need to specify the amount of funding awarded to the project. The committee should consider that partial funding may result in significant delays for the start of a project. Over the two days, the committee will review, discuss, etc. in this order: Utah Outdoor Recreation Grant (UORG) UORG Regional Asset Tier presentations will occur April 23rd between 11:00 am and 3:45 pm and April 24th between 9:00 and 11:15 AM.
