Approval of Agenda Order 2. Disclosures and Declarations of Conflicts from Council Members and Mayor. C. CONSENT AGENDA: 1. Review and possible approval of meeting minutes from October 16, 2024, City Council Meeting. 2. Review and possible approval of City Expenditures from September 2024. D. CITY DEPARTMENT REPORTS 1. Ash Creek Special Services District Representative 2. Hurricane Valley Fire District Representative - Merlin Spendlove 3. Toquerville Bypass Road Update - Bob Lamoreaux, Stanley Consultants 4. Discussion and possible action on waiving the Town Hall Reservation Fee for Readiness Meeting 2024-2025 Schedule. 2. Discussion and possible action on the Toquerville City Culinary Water Master Plan. 3. Discussion and possible action on the Washington County Water Conservancy District's Reuse Authorization Contract. 4. Discussion and possible action on approving Change Order #10 in the amount of $800,498.50 from JP Excavating for work items completed during construction that have not yet been formally incorporated into the project. 5. Discussion and possible action on approving Change Order #11 in the amount of $1,894,059.35 from JP Excavating mitigation of the north slope. 6. Discussion and possible action on approving Change Order #12 in the amount of $80,801.28 from JP Excavating for sand pocket mitigation. 7. Discussion and possible action on Resolution XX.2024 - Zions Bank General Fund Disclosure Signatory Designation. 8. Discussion and possible action on a Procurement Waiver for Civil Science Parkway Right of Way. 9. Discussion and possible action on DNR Smart Controller Grant Award Contract. 10. Discussion and possible action on a Memorandum of Understanding between organizers of the Toquerville Turkey Trot and Toquerville City H. CALENDAR OF EVENTS: 1. Veterans Day Cinnamon Rolls - Monday, November 11, 2024 at Toquerville City Offices 10:00 AM to 2:00 PM 2. Toquerville Turkey Trot Trails Run - Thursday, November 28, 2024 at Center Street Park 10:00 AM 3. Christmas Tree Lighting - Monday, December 2, 2024 6:30 PM. I. CLOSED SESSION: 1. Discussion of the character, professional competence, or physical or mental health of an individual. 2. Strategy session to discuss pending or reasonably imminent litigation. J. BUSINESS: 1. Discussion and possible action to authorize the Mayor to execute an updated contract with the Assistant City Manager. K.
