Date: October 15 , 2024 3:00 pm Location: Emery County Administration Building 75 E Main Street, Castle Dale, Utah Emery County Board of Commissioners: Keven Jensen-Chairman Jordan Leonard-Vice Chairman Lynn Sitterud-Commissioner -Pledge of Allegiance/ Invocation- (Note to the public: The consent agenda consists of item(s) that are considered to be routine in nature and will be enacted in the form of one motion. Any items can be removed from the consent agenda and heard in its regular order at the request of any commissioner.) CONSENT AGENDA Approval of check edit list, requisitions, and dispositions Approval of October 1 , 2024, Commission Meeting Minutes NOTIFICATION - selected Lillee Tuttle as a part time Head Lifeguard, working 19.75 hours a week. Wage Grade 5, effective 9-27-24. Approval to give Kyler Farley a 3% wage increase for successful completion of his 6 month orientation period as Deputy II, effective 10-28-24. Approval to give Cassandra Melton a 3% wage increase for successful completion of her 6 month orientation period as the Ferron Assistant Librarian, effective 10-28-24 NOTIFICATION - selected Cindy Beynon as the Ferron Custodian working 7.5 hours per week, with no benefits. Wage Grade 6. Approval of full time employees who have blood work done in conjunction with the Annual Wellness Clinic will receive 4 hours of sick leave added to their bank. Approval of part time employees receiving a flu shot at the onsite Annual Wellness Clinic and the county covering the cost. Approval of letter of support regarding the Phase II Buildings Upgrade Prize (Buildings Up) project. Discussion Items Items pulled from the consent agenda. Safety Minute - Cory Worwood, Weed & Mosquito Supervisor Awarding of Safety Visa Gift Cards (403 days) Presentation: Haivyn Pitchforth was awarded the new title of Miss Utah Teen Volunteer, and Teya Anderson will step in as Miss Emery County. Introduction of Governor's Office of Economic Opportunity (GOEO) Outreach Manager Debra McKee. Open and accept bids for the RFP regarding updating the Emery County General Plan. Discuss/Approve/Deny accepting the quote and moving forward with Recorder's office remodel project. Ratification of approval to use a portion of the remaining Covid/ARPA Funds towards the Huntington Senior Citizen Center Project. Acceptance of the FY 2024 State Homeland Security Program (SHSP) grant in the amount of $122,604.98 from the Utah Department of Public Safety Division of Emergency Management. Discuss/Approve/Deny Jail Service Agreement Amendment between Emery County and TurnKey. Discuss/Approve/Deny 2025 tentative budget for Emery County. Discuss/Approve/Deny 2025 tentative budget for Castle Valley Special Service District. Discuss/Approve/Deny Commission Adjustment on parcel 01-0031-0023. Discuss/Approve/Deny moving forward with a project for the Children's Justice Center (CJC) to remodel the garage of the Emery County CJC building and turn it into a conference room. Discuss/Approve/Deny request for amendment to the Utah Inland Port Authority Castle Country Project Area, to include multiple parcels owned by Wolverine Fuels, LLC, Fossil Rock Resources, LLC and Hunter Prep Plant, LLC. Discussion and notification that the Emery County Local Building Authority is considering including the 'industrial park' parcel 04-0019-0030 in the Utah Inland Port Authority (UIPA) Project area. Discuss/Approve/Deny the onsite Annual Wellness Clinic for Emery County full time Employees/Elected Officials to be provided by Dr. Shane Gagon. Commission/Elected Officials Reports Adjourn.
