- PUBLIC NOTICE AND AGENDA CHELSEY PUBLIC INFRASTRUCTURE DISTRICT NOS. 1-2 COMBINED SPECIAL MEETING NOTICE IS HEREBY GIVEN THAT THE BOARD OF TRUSTEES OF CHELSEY PUBLIC INFRASTRUCTURE DISTRICT NOS. 1-2 WILL HOLD A COMBINED SPECIAL MEETING ON THURSDAY, APRIL 11, 2024, AT YORK HOWELL, 10610 SOUTH JORDAN GATEWAY, SUITE 200, SOUTH JORDAN, UTAH 84095 AT 10:00am A. Call to Order B. Preliminary Action Items 1. Consider combined board meeting for Chelsey Public Infrastructure District Nos. 1-2. C. Consent Items 1. Approve the draft minutes of the Chelsey Public Infrastructure District Nos. 1-2 board meeting held on March 14, 2024. D. Public Hearings 1. Conduct a Public Hearing to receive input from the public on the adoption of the tentative budget as the final budget for the calendar year of 2024. Consider adoption of the final operating and capital budget for the calendar year of 2024. 2. Approve and ratify the minor amendment to the Infrastructure Acquisition and Reimbursement Agreement between the District and Chelsey Partners, LLC. 3. Consider approval of Resolution 2024-01: A resolution authorizing the District Chair to: (1) seek approval from the City Council of Cedar City, Utah to amend the Governing Document to allow Dallas Buckner to withdraw as a Trustee from the Districts and to appoint Vicki Kelsch as a Trustee of the Districts; (2) once approved by resolution of the City Council to approve the withdrawal of Dallas Bucker as a Trustee of the Districts and appoint Vicki Kelsch as a Trustee of the Districts and to elect her as District Clerk/Secretary; and (3) authorizing the taking of all other actions necessary to the consummation of the transactions contemplated by Resolution 2024-01. 4. Consider approval of an engagement agreement for engineering services between the District and Go Civil Engineering, and authorizing the District Chair to sign. F. Administrative Non-Action Items 1. Consideration and general discussion of process and procedure for payment applications and requisition requests. G.
