April 2, 2024 DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE TO MODIFY A UPDES PERMIT PURPOSE OF PUBLIC NOTICE THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE STATE OF UTAH'S INTENTION TO MODIFY A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT UNDER THE AUTHORITY OF THE UTAH WATER QUALITY ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE, AS AMENDED. SAID 'PERMIT' REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS (INCLUDING TOTAL MAXIMUM DAILY LOADS (TMDL'S)) IF APPLICABLE, AS PER SECTION 303(D) OF THE FEDERAL CLEAN WATER ACT (CWA)]. PERMIT INFORMATION PERMITEE NAME: Riverton City FACILITY NAME: Riverton City Green Artesian Well Drinking Water Plant MAILING ADDRESS: 12830 South Redwood Road, Riverton, Utah 84065 TELEPHONE NUMBER: (801) 208-3187 FACILITY LOCATION: TBD UPDES PERMIT NO.: UT0026212 PERMITTED OUTFALLS: 001 OUTFALL LOCATION: Located at latitude 40°31'39' and longitude -111°55'13' RECEIVING WATER: Jordan River BACKGROUND Riverton City Green Artesian Well Drinking Water Plant will be a newly constructed facility designed to treat groundwater from the Riverton City Green Artesian Well. The new water treatment facility will supply clean drinking water to Riverton City and surrounding areas. The current UPDES permit was issued on April 1, 2022, expiring at midnight on March 31, 2027. On September 5, 2023, Riverton requested to increase the maximum monthly average total flow from 1 MGD to 2 MGD. This modification is a result of that request, modifying total flow. As a result of increased flow, the Whole Effluent Toxicity (WET) parameter has also been modified. The associated Antidegradation Review will also go to Public Notice at this time. PUBLIC COMMENTS During the public comment period provided under Utah Administrative Code (UAC) R317-8-6.5, any interested person may submit written comments on the draft permit and may request a public hearing if no hearing has already been scheduled. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in UAC R317-8-6.12. Public comments are invited any time prior to the deadline of the close of business on May 2, 2024. After considering public comments, the Utah Division of Water Quality may execute the permit issuance, revise it, or abandon it.
