TOWN OF MANILA MANILA MEETING ROOM 145 E HWY 43 MARCH 14, 2024 AT 5:30 P.M. MEETING CALLED TO ORDER: PRESENT: GUESTS: EXCUSED: PLEDGE OF ALLEGIANCE: BUSINESS: CONSENT CALENDAR: ADDENDUM: PUBLIC COMMENT: APPROVAL OF PREVIOUS FEBRUARY MINUTES: UBAOG- NATE ZILLES- LOCAL ADMINISTRATIVE ADVISOR PROGRAM & SUBDIVISION UPDATES AARON AVERETT, SUNRISE ENGINEERING: Discussion on the Updated Planning and Zoning Ordinance. BIKE / WALKING TRAIL UPDATE: County was awarded a grant for the Bike/Walking Trail to take it from the Senior Center to Airport Road. They have since received a couple of other grants that will extend the path. So far, the amount received is about $4M for the bike path. CIB Projects: The CIB 1 year and 2-5 year projects were submitted to the CIB to be prioritized at a meeting I will attend on March 19th for the prioritization. If you have any comments or questions, please let me know before March 19th and I will voice your concerns. The Water and Sewer Grant Agreements have been signed and returned to the CIB. Jeff McCarty has set up a meeting with our Municipal Bond Attorney, Eric Johnson. I'm not sure of the date just yet. Manila Garden Club: Nancy Olsen, Secretary/Treasurer, wants to protect their air vents and put barriers around them. The Manila Garden Club provides secondary water but some of the vents have been damaged. They suggested that they just put some large rocks around them to keep from having them hit by vehicles ore recreational vehicles. I told them I would take it to the Town Council and see if there were any problems and get back with them. NRCS Watershed Project: On 2/23/2024 The Town of Manila requested NRCS Watershed planning assistance. It looked like this was originally applied for in early 2023. I'm not sure what happened but Sunrise Engineering asked me to update and we resubmitted. Senior / Community Center: I will meet with Laurie Brummond, Executive Director, UBAOG, to finalize the Policies and Procedures, Bylaws and Signatures from the Town of Manila, Daggett County, and Dutch John to support the Senior and Community Center. I did not include that in your packet because all total it's about 32 pages long however, if interested I will forward it to you in an email and you are welcome to attend the meeting at the County Commissioners on March 19th at 10:00 A.M. PUBLIC WORKS UPDATE: Inspection on March 11th by Brian Watts, Waste Management and Radiation Control. Included in your packet are the pictures that he sent after our inspection on July 21, 2023. That report is included. As you can read, we did not get glowing remarks. However, I have not received a report from this last inspection but his comments were much more positive. There is a short 30 second overview of how things are currently looking. Community Cleanup of Landfill: We do need to try and arrange a 'community cleanup' for both sides of the hills for garbage that has been there a very long time. I would like to have recommendations on when you think we can set that up and, what participation we can count on from the Town Council. I will also request assistance from the Planning and Zoning Commission. I'm going to ask the school if they have any time they can assist. We have another inspection on November 3rd.
