Ordinance: Zoning Text Amendment for Public Hearing Requirements for Appeals and Variances 1:15 pm, 15 min. The Council will receive a briefing about a proposal that would amend various sections of Title 21A of the Salt Lake City Code relating to public hearing requirements for appeals and variances. The proposal makes the necessary changes to comply with House Bill 368 (HB368), adopted by the Utah Legislature in 2025, and went into effect on May 7, 2025. One part of HB368 prohibits cities from holding a public hearing for any appeals of a land use decision and requests for variances. The Council will receive a briefing about an ordinance that would approve a $200,000 loan for Hruskas, LLC. at 1751 South 1100 East from the Economic Development Loan Fund (EDLF). Hruskas, LLC. takeout restaurant offering sweet and savory kolaches stuffed pastries. This loan will assist in the creation of two new jobs in the next year and the retention of nine current jobs. A closed meeting may also be held for attorney-client matters that are privileged pursuant to Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements of the Utah Open and Public Meetings Act.
