Those present at the City Council meeting were Mayor Kim Soper, City Manager Mat Houston, City Recorder Tyrissa Howell, and Council Members Paul Dastrup, Tracy Wright, and Cindy Stewart. Council Members Mike Sarles and David Dodds were in attendance via Zoom. City Attorney Barry Huntington was absent.
Others present were AJ Johnson, Karma Albrecht, Julie Bishop, Tori Brown, Madi Feller, Saddi Shakespear, Colter Rushton, Elsie Bailey, Ezra Nielson, and Joni Nielson. Kaden Figgins attended via Zoom.
The meeting was called to order at 5:30 p.m.
OPENING CEREMONY
Mayor Kim Soper conducted the opening ceremony.
ADOPTION OF THE AGENDA
Paul Dastrup moved, seconded by Cindy Stewart to adopt the agenda. The motion passed with all in favor.
APPROVAL OF THE MINUTES
Tracy Wright moved, seconded by Cindy Stewart to approve the minutes. The motion passed with all in favor.
DONATION - 6TH GRADE WASHINGTON DC TRIP
Maddi Feller, Sadie Shakespear, Colter Rushton, and Elsie Bailey spoke with the City Council about the 6th-grade class going to Washington, DC.
Cindy Stewart, seconded by Mike Sarles, moved to donate $3000 to the 6th grade class to go to Washington, DC, with the students volunteering to help with the Balloon Rally. The money may come out of surplus if needed. The motion passed with all in favor.
2025-2026 TENTATIVE BUDGET
Employee compensation was discussed. The city council decided to hold a budget workshop on Tuesday, May 26th.
Cindy Stewart, seconded by Mike Sarles, moved to approve the 2025-2026 Tentative budget. The motion passed with all in favor.
ORDINANCE 2025-1 SHORT-TERM RENTALS
The short-term lottery system has been revised to a first-come, first-served waiting list. Additionally, the minimum number of nights the short-term rental must be actively listed has been changed to 280.
David Dodds moved, seconded by Paul Dastrup, to approve Ordinance
2025-1 with the changes made. Mike Sarles voted against. The motion passed.
MEMORANDUM OF UNDERSTANDING - SOUTHWEST BEHAVIORAL HEALTH
The Prevention Coalition sent a memorandum of understanding regarding the $5000 donation to assist in building the pavilion at the baseball fields.
UPDATING CITY OFFICE COMPUTER SERVER
Tracy Wright moved, seconded by Paul Dastrup, to approve $7297 to update hardware and software for the server. The motion passed with all in favor.
EVENT UPDATE/ MAIN STREET PERMANENT LIGHTING
Event Coordinator Karma Albrecht provided the city council with an update on current city events. The balloon rally now has 31 balloon pilots. The cost of insurance for the balloon rally doubled last year. The city website has been refreshed. Karma is working on a new Panguitch City logo and a new brochure. A bid was received from Jelly Fish Lighting to install permanent decorative lighting on the roof line of the historic buildings on Main Street.
Paul Dastrup moved, seconded by Tracy Wright, to approve $37,270 to install permanent decorative lighting on Main Street. The motion passed with all in favor.
DEPARTMENT REPORTS
Library Board - The library board has new members, and meetings are going smoothly.
Secondary Water - The secondary water schedule will start on Monday, May 19th.
City Park - The large slide on the playground is missing some bolts.
Marilyn Bulkley Memorial Park - Mayor Kim Soper and Council Member Paul Dastrup spent some time clearing and cleaning the Marilyn Bulkley Memorial Park.
Grants - The grants for the Marilyn Bulkley Memorial Park, the pavilion at the baseball fields, and the restrooms at the softball field were not awarded.
Springs - The fallen trees at the springs were cut. There are 33 breaks in the fence around the springs.
Equipment - A new truck was purchased for the city, and a lease was done for a mini-excavator
Dozer - The dozer at the landfill has another leak.
Complaint - A resident has a large pile of dirt and trash in the city right-of-way. A letter will be sent requesting that it be cleaned up.
Joann Miller Week - Joanne Miller week starts May 19th with the Walk with a Doc that Garfield Memorial is doing. The Prevention Coalition will do a family night. The City Council and City employees will do a Main Street clean-up on Friday

David Dodds moved to adjourn the meeting at 7:35 PM.
