This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by Rural Housing Development Corporation (RHDC), dba Self-Help Homes.
REQUEST FOR RELEASE OF FUNDS
On or about June 18, 2025 Provo City Corporation, as the Responsible Entity (RE) for the Utah Valley HOME Consortium (Consortium/UVHC) and on behalf of RHDC will submit a request to the U.S. Department of Housing and Urban Development (HUD), Region VIII for the release of the City of Provo's HOME Investment Partnerships Program funds under Title II Section 288 of the Cranston-Gonzalez National Affordable Housing Act [NAHA], amended, to undertake the following project:
Project Title: Mecham Property/Salem Village II
Purpose: The parcel proposed for development is located in an area characterized by a mix of rural residential, open space, and agricultural uses. The site will be subdivided into residential lots, with homes constructed for individuals and families earning below 80% of the Area Median Income (AMI). Development will occur through the USDA Self-Help Housing Program.
The homes will be single-story ramblers, offered with multiple exterior elevations to provide visual variety and maintain consistency with neighboring homes. Each home will include a two-car garage and feature a combination of masonry, siding, stucco, and stone finishes with asphalt shingle roofing. Homes sizes will range from approximately 1,300 to 1,400 square feet and will be built on standard 10,000 square-foot-lots.

Estimated Cost: The total development budget for this project is approximately $4,500,000. Estimated HOME Investment Partnerships Program HUD funds for this project are roughly $4,500,000 HOME/CHDO funds from Provo City Corporation.
FINDING OF NO SIGNIFICANT IMPACT
Provo City Corporation, Development Services, Community Programs Division, have determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental

PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Provo City, Development Services, Community Programs Division at csweeten@provo.gov or call 801-852-6176. All comments received by 5:00 P.M June 9, 2025, will be considered by Provo City, prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing.
ENVIRONMENTAL CERTIFICATION
Provo City Corporation certifies to the Department of Housing and Urban Development that Bill Peperone in his official capacity as Development Services Director and Environmental Certifying Officer, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities related to the environmental review process and that these responsibilities have been satisfied. Furthermore, Provo City certifies that the information in the Environmental Review Record is accurate, complete, and correct. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Provo City Corporation, to use HUD program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and Provo City Corporation's, certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Environmental Certifying Officer of the Provo City Corporation; (b) Provo City Corporation has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
For Provo City - Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, CPD Region VIII Director at CPDRROFDEN@hud.gov. Potential objectors should contact CPDRROFDEN@hud.gov to verify the actual last day of the objection period.
