1. Welcome - Ms. Mulia welcomed everyone; the meeting was called to order at 11:32am.
2. Review of Public Comments - No public comments.
3. Action Item: Approve of March 27,2025 meeting minutes.
Ms. Mulia moved the request to approve the minutes. Ms. Soul moved to second. Unanimously approved
4. Action Item: Consider approval of Visual Art Subcommittee nominations
Ms. Ithurralde was having technical difficulty; item 5 was moved ahead of this item. After Item 5 was finished item 4 was addressed.
Ms. Ithurralde explained the process of selecting new members. Current members make recommendations, Ms. Ithurralde does an informal interview because part of the bylaws state they do have to have a museum quality of art knowledge. They also look at demographics of where they are in the county they are located and try to get equity diversity.
The Visual Art Subcommittee nominations were shown to the Board. The new members are Niki Chan Wylie, Bianca Velasques, Tee Longhair, Dara Hartman, Sue Martin, Jorge Rodriguez (Advisory Board Member) and River August (County Employee Member).
Ms. Mulia moved the request to approve visual art subcommittee nominations. Mr. Riches moved to second. Unanimously approved
5. Action Item: Consider approval of Anna Campbell Bliss Foundation donation to the Visual Art Collection
Ms. Ithurralde gave an introduction of Anna Campbell Bell. She has now passed away, her Foundation reached out to us they are working to liquidate her Art Collection starting with public institutions and moving to the private sector. She was a leader in the Art field, a pioneer in integrating art and technology. One of the first female artist to use computers in her art design. She was trained as an architect, unfortunately at that time she wasn't allowed to be an architect. She studied at the Chicago Art Institute and MIT in architecture and design.
She really liked merging colors and language and innovating form and function; this was her focus in her artwork. The Foundation made a couple of mocked versions on slides to show how her artwork would be shown; these would be downstair at Eccles Theater. We would work with the Foundation to put them together to form a beautiful installation. There are about 15 different artworks, the subcommittee's question was would we have room to show all. The answer is yes, with the new libraries and recreation centers, they will be used and displayed, they won't be put into storage. The subcommittee recommends accepting all her donated art pieces.
Her connection to Utah, her husband was dean of the Architectural College at the University of Utah. They became very involved in the community and her foundation is also located in Utah.

During the presentation, questions were presented and answered.

6. Board Business - consider reschedule of July board meeting from July 17 to July 10 - Mr. Castillo explained we had a few conflicts come up and asked the Board if we could change the date to July 10.
The Board approved the change of date to July 10.
7. Capital Project Overview and 5-year Plan
Mr. Castillo gave a brief introduction of how the capital projects are funded. We have two sources of funding: The first is the sales tax from tourism. The taxes from tourism are collected into a fund, and requests are made to the County Council for their use. Requests can be made by Arts & Culture, Parks & Rec, etc. The fund helps with the convention centers, Arts & Culture, etc.
Preservation fee fund. We have a fee attached to the purchase of each ticket sold from our venues except Eccles. This fund doesn't fund Eccles Theater or Mid-Valley Performing Arts Center; they have their own Preservation fund. This is a dedicated fun that can only be used on Capital projects for Arts & Culture facilities. This fund is restricted to us, to give us the ability to maintain a lot of spaces not viewed by patrons i.e. HVAC.
Mr. Gwilliam went over the list of capital projects that was emailed to the board prior to this meeting. He explained the issues and needs of each project. The Board also received prior to the meeting the 5-year working capital repair and replacement plan. This chart showed each project, its projected cost, and the projected year the project is scheduled to be executed.
Examples MR. Gwilliam presented:
CT Freight elevator ram replacement - Hydraulic ram that lifts/lowers freight elevator at Capitol Theater has a leak. It needs to be replaced.
A&C access control keypad security update- SL County identified a security threat in our current system. Need to upgrade to a higher level of security .
CT Phase III feasibility - Need to engage consultant to help develop plan to address HVAC in CT auditorium and stages. Also address ADA code issue with seating.
CT roof replacement - 2 smalls areas of roof replacement were missed in Phase II Renovations. Will address structural issues too.
Other Projects mentioned: MVPAC air intake weather protection, CT drainage remediation phase I, A&C security camera updates and additions (phase I), RW- black box drape replacement, CT ceiling tile replacements, Facility re-keying project (phase I), RW basement ceiling tile and lighting replacement, A&C HVA controls updates and alignment, RW countertop and sink replacements, CT Main drape and fire curtain replacement, and MVPAC stage floor upgrade.

8. Director Updates
a. Larry H. & Gail Miller Family Arts Center Updates
b. Downtown Sports, Entertainment, Culture & Convention District Updates
Mr. Castillo went over the email he sent the Board about the updates. The County was able to procure a significant amount of funding to manage renovations of the Salt Palace, Abravanel Hall and the Utah Museum of Contemporary Art as part of the County's portion. As part of that, the western portion of land between So. Temple and 100 So. and then between 200 West and 300 West was sold to SEG. They will take this land and convert it into a large public plaza.
Abravanel Hall is staying, but the back of house will be relocated likely to the east. This is a great opportunity to address the back of house needs, it has been challenging to do load ins and there isn't enough room for artists, crew, etc. We are hopeful to achieve a lot of the recommendations that came out of our master plan.
UMOCA will be rebuilt, but we do not have the exact location now. We currently have an RFP out seeking design services for all of these renovations.
