PUBLIC HEARING:
1. PUBLIC HEARING TO RECEIVE PUBLIC COMMENT ON THE PROPOSED FISCAL YEAR 2026 (FY26) BUDGET
BACKGROUND: Utah Code requires a public hearing regarding adoption of the upcoming fiscal year budget. Staff prepared and submitted to the Board a balanced final budget for FY26 which begins July 1, 2025 and ends June 30, 2026. The submitted tentative budget was adopted on May 13, 2025.
RECOMMENDATION: Receive public comment.

2. CONSIDER APPROVAL OF RESOLUTION 2025R-02 TERMINATING AND DISSOLVING REDEVELOPMENT PROJECT AREA 7 WITHIN THE WESTSIDE CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT AREA PLAN
BACKGROUND: The project area was created February 20, 1991, with ordinance 91-4. The RDA project was approved to run for a 25-year term and has run its course and is now expired. To maintain appropriate records of the county and in accordance with rules governing RDA activities, the Project known as RDA 7 needs to be dissolved. The fiscal impact is a result of the expiration of the RDA, as it will no longer receive increment for the purposes outlined in the project area plan, but there is fund balance to be expended over time. However, it is important to note that the dissolution of the RDA is primarily a formality and does not directly result in a specific fiscal impact.
RECOMMENDATION: Approve Resolution 2025R-02 terminating and dissolving Redevelopment Project Area 7 within the Westside Central Business District Redevelopment Project Area Plan and authorize the mayor's signature to any necessary documents.
3. CONSIDER APPROVAL OF RESOLUTION 2025R-03 ADOPTING THE FISCAL YEAR 2026 (FY26) BUDGET
RECOMMENDATION: Approve Resolution 2025R-03 adopting the FY26 budget and authorize the Chair's signature to any necessary documents.
