City of Aurora City Council Meeting April 21, 2025 Page 1 CITY OF AURORA CITY COUNCIL MEETING APRIL 21, 2025 DRAFT The Aurora City Council came to order at 7:00 pm. Mayor Quarnberg informed the public that proper notice for the city council meeting had been given. Bryan Sprague gave an opening expression of choice and the Council recited the Pledge of Allegiance. PRESENT: Mayor: Daven Quarnberg Council Member: Parker Vercimak Council Member: Kelly Mason Council Member: Jim Harrison Council Member: Andy Rasmussen City Council Member: Bryan Sprague Maintenance Manager: Jordon Bosh STAFF PRESENT: Recorder: Clint Johnson EXCUSED: VISITORS: Lora Fielding-Salina Sun, Shay Morrison R6 Representative, Sevier County Commissioner Scott Johnson, Cory Johnson, Tina Johnson, Ivanna Stowe City Council Meeting- 1- APPROVAL OF MINUTES- The City Council reviewed the minutes of the March 21, 2025 Council meeting. City Council Member Parker Vercimak moved to accept the minutes of the March 21, 2025 meeting.City Council Member Andy Rasmussen seconded the motion. The motion was approved by members: Mason, Harrison, Rasmussen, Sprague and Vercimak. City of Aurora City Council Meeting April 21, 2025 Page 2 2- IVANNA STOW-TEMPORARY HOUSING REQUEST- Aurora City resident Ivanna Stowe came before the Council to request permission for her son Preston Stowe to live in her parking lot in a camping trailer during the next few months. Ms. Stowe stated that Preston has been dealing with many health issues and needed to move out of his current residence. Mayor Quarnberg stated that our current ordinance allows members of families to live in trailers next to a residence for a two week period during an emergency. Allowing Preston to live in a trailer for a longer period of time goes against the city ordinance and would open up the city to more transient situations. Ms. Stowe was disappointed that the city would not allow it but understood the reasoning. 3- SECURITY CAMERAS DISCUSSION- Aurora City maintenance manager Jordon Bosh presented the bid from Spectra for the Verkada cameras to be installed at the City building, Scout Cabin and Fire Station. The Council discussed the cost and process of having cameras installed at facilities. The benefit of having 24 hour protection and was not understated. Mr. Bosh stated that he would be willing to do most of the work on the project which would help with the costs. The Council discussed some of the advantages at the cemetery and the Scout Cabin for summer protection. City Council member Kelly Mason moved to approve funding for the security cameras at the City Building, Scout Cabin and Fire Station. Council member Bryan Sprague seconded the motion. The motion was approved by members Mason, Sprague, Harrison, Vercimak and Rasmussen. 4- BIKE PATH- Sevier County Commissioner Scott Johnson came before the Council to discuss the route of the proposed bike path from Salina to Aurora. Commissioner Johnson stated that funding has been made and now the route and approval from property owners is needed to get the bike path project started. The City Council discussed various options and the ability to get a good path that will be used and is convenient for the citizens. Commissioner Johnson also discussed the process of getting land owners on board and discussed having a meeting with them at the Aurora City building on Wednesday May City of Aurora City Council Meeting April 21, 2025 Page 3 15th at 7:00 pm. The City Council members are invited to attend that meeting as well. 5- R6 REGIONAL COUNCIL DISCUSSION- SHAY MORRISON- Mr. Morrison informed the Council of the upcoming R6 Regional Growth Conference coming up at the Sevier Valley Center on May 6th starting at 5:00 pm. Most of the Council Members stated that they were already signed up for the conference and were all expected to attend. Mr. Morrison also discussed the Utah League of Cities and Towns privacy statements and help that they can give to communities. The ULCT recently had their annual meetings where many good issues were discussed. Mr. Morrison also discussed funding options are currently open for DNR water projects, he also discussed funding for Outdoor Recreation Projects. 6- IRRIGATION WATER DISCUSSION- Aurora City has received some requests to rent some of their water shares that they have for the upcoming summer. Mr. Bosh stated that he would be opposed to renting shares. In discussing the issue with Dan Rasmussen, he stated that in past years when Aurora has rented some of their shares and has hurt them the following year in that they have not received the hold over water that they had earned. It was also discussed that the current 19 shares of Rocky Ford water that go with the fields at the sewer lagoons are split between the city park and then go to the farmer who is running those fields which happens to be Johnson Feedlot. Owners of the feedlot were unaware that they had shares of water that they could be using on Aurora City property. Mr. Bosh stated that he would be opposed to renting those shares to someone other than those who run the property. 7- APPROVAL OF THE SOUTH AURORA SUBDIVISION- Cory Johnson came before the City Council to obtain approval for the South Aurora Subdivision. Mr. Johnson stated that it had been a long process but that he felt the current plat covers all of the Aurora City requirements for development. The Council questioned access to Main Street from some of the lots located along Main Street. They also discussed timing of putting in utilities and construction. Mr. Johnson said that the developer is currently taking 9 of the building lots and the Johnson's will have 4. This allows the developer to do all of the infrastructure to before he sells all of the lots. City of Aurora City Council Meeting April 21, 2025 Page 4 The Council discussed their hope that the lots will bring into the community some growth and development. City Council Member Bryan Sprague moved to approve the South Aurora Subdivision as laid out on the current plat. City Council member Kelly Mason seconded the motion. The motion was approved by members: Sprague, Mason, Harrison, Vercimak and Rasmussen. 8- DEPARTMENT REVIEWS- Jim Harrison- Mr. Harrison stated that buildings and financials seem to be doing well. Kelly Mason- Mr. Mason stated that NS Recreation PAR tax funding will be on ballot for renewal in November. The Council discussed what would happen if some of the communities passed the resolution and some didn't. Andy Rasmussen- Mr. Rasmussen discussed code enforcement on some of the properties in the City. Bryan Sprague- Mr. Sprague discussed some of the issues discussed at the Planning Commission meeting and some animal control issues. Parker Vercimak- Mr. Vercimak informed the Council that finding a tree for the Christmas at Willowbend event. Mr. Mason stated that he had been in contact with a company that will move a pine tree from somewhere in the City to the City Park for about $2500.00. Mr. Vercimak also discussed preparations for the 4th of July celebration. Jordon Bosh- Mr. Bosh reported that he had been busy spraying weeds around the City. He also discussed the dumpster at the Fire Station for clean-up week. 9- WATER AND FINANCIAL REPORTS REVIEWS- The Council reviewed the water usage report, delinquent report as well as the list of checks written and the budget. 10- ITEMS FROM THE RECORDER- Mr. Johnson thanked the Council for their help during the Easter Egg Hunt. He also mentioned that their will be a date when the carpets will be cleaned but the company wants to wait until they have other jobs in the area. City of Aurora City Council Meeting April 21, 2025 Page 5 11- ITEMS FROM THE MAYOR- Mayor Quarnberg stated that he has the dog bags and clean up signs for the Aurora City Park. He hoped that people will begin using the bags to keep the Park in pristine condition. 12- ADJOURNMENT- The Council completed their business at 9:55 pm and the meeting was adjourned with Jordon Bosh offering a closing expression of choice.
