PROVO CITY WASTEWATER TREATMENT PLANT EXPANSION PUBLIC NOTICE OF FINDING OF NO SIGNIFICANT IMPACT
TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS
The Division of Water Quality (DWQ), Utah Department of Environmental Quality (DEQ), herewith publishes a Finding of No Significant Impact (FONSI) for the Provo Wastewater Treatment Plant Expansion located in Provo, Utah County, Utah. An Environmental Assessment (EA) was developed to examine potential environmental impacts associated with the project.
As required by guidelines for preparing Environmental Impact Statements (EIS), an environmental review was performed on the proposed State of Utah, DWQ action below:

BACKGROUND
Provo City began major upgrades to their wastewater treatment plant in 2020, but due to construction cost increases a portion of the project was delayed. This project will implement the third of three membrane bioreactors to improve the facility's nutrient management. The discharge from this facility flows into Mill Race which ultimately discharges to Provo Bay. There will not be an increase in impacts from their current permit and effluent limitations. Therefore, an Antidegradation Review (ADR) was not necessary to complete for this project. However, during 2020 an ADR was conducted for the selection of the MBR treatment process.
The Board approved funding for this project by authorizing a $4,500,000 loan at 0.75% over 20 years and $2,500,000 as principal forgiveness. The rest of the balance of the project will be made up using local contribution of $19,750,000.
The proposed project will occur on a construction site which has previously been disturbed. No wetland impacts are anticipated for the project. The proposed project would not modify or eliminate any recreational open space and would be unlikely to impact any agricultural lands. The project should not cause any increased impacts to air quality. The additional discharge should not significantly alter stream flow conditions or result in stream bank modifications. An EA was prepared by Water Works Engineers as part of Provo City's Capital Facilities Plan. The EA evaluated the potential environmental effects and consequences of the proposed addition.
ANNOUNCEMENT
This notice announces the availability of the EA which is included in the 2020 Capital Facilities Plan1, the Budget and Phasing Plan2, and the Environmental Review3 for public review and comment.
Based on the information in the EA, as summarized here, DWQ determines that the proposed action will not significantly impact water quality. Additionally, the review process did not indicate significant environmental impacts would result from the proposed action. The preliminary decision is to not prepare an EIS and the DWQ is issuing a FONSI for the proposed action. This action is taken on the basis of a careful review of the Capital Facilities Plan, environmental information documents, and other supporting information. These documents are available for public review online on the DWQ's Public Notice Webpage.
Comments supporting or disagreeing with this decision may be submitted for consideration by DWQ. After evaluating the comments received, DWQ will make a final decision.
No administrative action will be taken on the project for at least thirty (30) calendar days while advertising the FONSI, Capital Facilities Plan, and EA.
