Attendance: Mayor Max Huggins, Council Member Tyson Nelson, Councilmember Terra Bell, Councilmember Mariah Huggins, Councilmember Samantha Britt, ClerkGina Marble, Treasurer Allison Huggins

Mayor Huggins called the meeting to order at 6:00pm.

Public Comments: no public comment
1.Review and approve minutes of the Nov 13, 2024Council meeting.
I'll make a motion to approve the minutes from Nov13th,2024by Councilmember HugginsSeconded by Councilmember Britt. All aye. Motion approves.
2. Review and approval of Nov 13-Jan 8,2025 Bills and Payroll.
I'll make a motion to approve Bills and Payroll for Nov13-Jan8,2025 by Councilmember Huggins. Seconded by CouncilmemberBell. All aye. Motion approves.
3. Review financial reports, bank reconciliations, and Water adjustments or write-offs.The council reviewed the reports.
4.2025 meeting schedule-Mayor Huggins asked the council if they wanted to keep the same meeting schedule or change it. The council agreed to keep it as is.
I'll make a motion to approve the 2025 meeting schedule by Councilmember Huggins. Seconded by Councilmember Bell. All aye. Motion approves.
5.Appoint Nick Tree for the Box Elder Mosquito abatement district-Mayor Huggins reported that Nick Tree is currently on the board and he is willing to stay.
I'll make a motion to appoint Nick Tree to the Mosquito abatement district by Councilmember Huggins. Seconded by Councilmember Britt. All aye. Motion approves.
6.Miscellaneous Mayor Huggins reported that he signed the subdivision agreement for Hansen. We extended the permit for the division of drinking water; it protects the rights of the ditch water and upper springs. We are having issues with the online bill pay; it's not working right. We have also had some theft in town and a lot of speeding. The trees on the corner have grown over, they are hanging over the road and cracking. We are going to talk to the homeowner next week.
Water -Councilmember Nelson reported we have JUB working on some water reportswith water flow, they are building the water plat.
Road Update-Councilmember Britt reported all the road signs are up. We are starting to discuss a new snowplow. The plow is on the last leg, the truck has holes and just has issues and is so old.
Planning Commission report: Councilmember Bell reported that in November-December, we had 4 homes and 2 more permits coming soon. In the last 3 to 4 years, we have grown more than our projected 40-year growth.
Councilmember Nelson stated that all makes sense for a mayor subdivision. I think we should have 3 or 4 lots for a minor subdivision. Councilmember Huggins agreed 3 was a good number. Councilmember Nelson stated minor is 3 lots and under, mayor is anything over 4 lots. The council agreed.
Park Update-Councilmember Huggins reported we are having issues with the bill pay we may have to address that soon. I have been working on putting the ordinances on the website.
Sheriff Department- Officer was not present.
Fire Department- nothing to report.
