Portage Town Council Meeting Wednesday,Feb12, 2025 Portage Town Hall 25880 N 9000 W Portage, Utah 84331 Town Minutes Attendance: Mayor Max Huggins, Council Member Tyson Nelson, Councilmember Terra Bell, Councilmember Mariah Huggins,ClerkGina Marble, Treasurer Allison Huggins Visitors:Susan Bell, Martina John, Norma Lasa, Braden Huggins Mayor Huggins called the meeting to order at 6:00pm. Opening Ceremony Pledge:Councilmember Nelson Prayer: Councilmember Bell Public Comments: no public comment 1.Review and approve minutes of the Jan8, 2025Council meeting. I'll make a motion to approve the minutes from Jan 8th,2025 by Councilmember Nelson Seconded by Councilmember Huggins. All aye. Motion approves. 2. Review and approval of Jan8-Feb12,2025 Bills and Payroll. I'll make a motion to approve Bills and Payroll for Jan 8-Feb 12,2024 by Councilmember Huggins. Secondedby CouncilmemberBell. All aye. Motion approves. 3. Review financial reports, bank reconciliations, and Water adjustments or write-offs.The council reviewed the reports. 4.Miscellaneous Mayor Huggins reported that weed board sent a letter regarding the weedsby the gate, we pulled them last year I returned the letter and stated we will take care of it. Embridge gas is moving forward, they had their last meet with the commission we will hear back on March 3, 2025. George Misrasi has worked on Glen Jacobson water, he fixed the tub and lid but still have a water leak somewhere. He also fixed the water leak at Pugsley's, he replaced the setter and lid. 5.Bill Pay-Councilmember Huggins reported that the bill pay option we have now is not working well, we have a lot of confusion. I will like to change the bill pay providers to xpress bill pay. Xpress works with Polaris so it will work better for us. Xpress is $100.00 dollars a month and a 3% fee for the customer and a $1500.00 set up fee. The council agreed to pay the set up fee, the monthly fee and the 3% fee so the customer doesn't have to pay the fee. I'll make a motion to approve xpress bill pay with the $1500.00 set up fee and pay the $100.00 a month and pay the 3% fee by Councilmember Nelson. Seconded by CouncilmemberHuggins. All aye. Motion approves. Water -Backup power for the chlorinator-Councilmember Nelson reported that the state is requiring us to put backup power to the chlorinator. I got a bid of $9,600.00 to $10,000.00 to do it. I'll make a motion to approve $10,000.00 for the backup power by Councilmember Nelson. Seconded by Councilmember Huggins. All aye. Motion approves. Road Update-Mayor Huggins reported the trees that hang over the road by the 4-way stop as you come into town and Ed Rogers's home are starting to crack. Dennis gave us a bid of $450.00 to cut the big limbs. Samantha Britt and I went and talked to Ed, we didn't know where the property line was. Ed declined to talk to us and asked us to leave his property. I talked to Hansen and Associate about getting a survey to see where the lines are. The survey will cost $1,500 to $1,700 and will take 2 weeks. The council suggested contacting an attorney first. Planning Commission report: Councilmember Bell reported that Christine Buck has asked to subdivide her property, but the property is not big enough to subdivide. Park Update-Councilmember Huggins reported the spring toy broke, it will cost $400.00-$1,000.00 to replace it. We should move the pole and put something different in. We had to fix some swings also. Councilmember Nelson would like to look at the spring toy and see if we can get it fixed. Easter Egg-Councilmember Huggins- we will have the Easter egg hunt on the 19 of April. We would do the golden eggs, coco bar, and I hope to get free donuts and donations again this year. I would like $300.00 this year for the Easter egg hunt. I'll make a motion to approve $300.00 for the Easter egg hunt by Councilmember Huggins. Seconded by Councilmember Bell. All aye. Motion approves. Sheriff Department- Officer was not present. Fire Department- nothing to report. I'll make a motion to adjourn by Councilmember Hugging.Seconded by Councilmember Nelson. All aye. Motion approves.
