Attendance: Mayor Max Huggins, Councilmember Tyson Nelson, Councilmember Mariah Huggins, Councilmember Britt

Mayor Huggins called the meeting to order at 6:00pm.

Public Comments: no public comment
1.Review and approve minutes of the March 12, 2025Council meeting.-the minutes was not presented to vote we will do it next meeting.
2. Review and approval of March 12-April 9,2025 Bills and Payroll.
I'll make a motion to approve Bills and Payroll for March 12-April 9, 2025 by Councilmember Nelson. Seconded by Councilmember Huggins. All aye. Motion approves.
3. Review financial reports, bank reconciliations, and Water adjustments or write-offs.The council reviewed the reports.
4.CUP-Dominion Energy/Enbridge Gas-Carolina King-Carolina presented the CUP to the council, we will provide gas to the town of Portage. We acquired an easement of 100x100 it will have a metal building; it will be locked and secured. Mayor Huggins stated that the planning commission approved the CUP and recommended it to the town council. There was a stipulation added to the CUP, they added a key box for the fire department. Mayor Huggins stated he had talk to Nic Tree regarding the key, and he didn't think he would need one. Carolina stated we have a few fire breaks around the building.
I'll make a motion to approve the CUP for Enbridge Gas with a stipulation of the fire department has access to the facility by Councilmember Huggins. Seconded by Councilmember Nelson. All aye. Motion approves.
5.Ordinance 106-Mobile home size requirements-The council discussed the ordinance the change in ordinance is the size of the mobile home. If the ordinance is passed the size will be going from 980 sq feet to 400 sq feet. Mayor Huggins stated the planning commission held a public hearing and approve the ordinance and recommended it to town council.
I'll make a motion to approve the ordinance 106 to change the size of the mobile home from 980 to 400 sq feet by Councilmember Huggins. Seconded by Councilmember Britt. All aye. Motion approves
6. Miscellaneous- Mayor Huggins reported that we had a main water line break on April 1, G3 excavation was digging and hit the line, and we got it fixed.
People have been turning on the lights at the bowery and leaving them on all night, so I put a lock on it.
We got a letter from the weed department; we can't spray it so I will just dig it up like we did last year, but we will take care of it.
7.Resolution 2025-001 water rates- Councilmember Nelson presented the water rates for this year. Nothing has changed it's the same rates as last year. Next year we are going to have to do another increase.
I'll make a motion to approve Resolution 2025-001 by Councilmember Nelson. Seconded by Councilmember Huggins. All aye. Motion approves.
Water Update-Councilmember Nelson reported we got the generator installed, a propane tank and automatic switch for the chlorinator. I'm looking at prices for the radio read meters and the scada system.
Road Update-Councilmember Britt-Reported that Steve Huggins helped blade the road from the Vantassell to the Cemetery, we will see about getting some gravel in the future. We have talked about replacing the snow plow in the past but we really need to look into it. I got 2 bids for C & B asphalt and Post asphalt. They are different C & B bid in linear feet and the will replace the road with new asphalt. Post is in square feet and they pulverize what we had and reuse it, it's cheaper to do it that way. I will look at the budget and see what we have left and go from there.
Planning Commission report: Mayor Huggins reported they approved the CUP for Enbridge, talked to Colton Ingram regarding subdividing Debbie Lucas property to build on. They talked a little bit regarding building permits and if they expire.
Park Update-Councilmember Huggins reported that the bill pay is getting set up, they will come work with Allison and get it working. We are ready for the egg hunt we, we will have a coco bar afterwards.
Park Positions and pay increase-Councilmember Huggins stated we pay $8.00 for the mowing and trimming and I would like to increase that to $10.00. The Town hall janitor pays $20.00 and I think that's okay. The Park janitor pays $10.00 each time I would like to increase that to $15.00 each time.
I'll make a motion to increase the mower to pay $10.00 and the park janitor pays $15.00 each time by Councilmember Huggins. Seconded by Councilmember Nelson. All aye. Motion approves.
Hiring park janitor and park mower-Councilmember Huggins stated she had one person put in for the mower job that was Val Gibbs and we had one person put in for the Janitor job that was Eli Taggart.
I'll make a motion to hire Val Gibbs for the mower job and Eli Taggart for the Janitor job by Councilmember Nelson. Seconded by Councilmember Britt. All aye. Motion approves.
Sheriff Department- Officer was not present.
Fire Department- nothing to report.
