Holden Town Council Meeting April 9, 2025 Started: 7:00 pm Present: Council Members: Mayor Darren Fox, LaRee Stephenson, Tamara Dallin, David Wood, Phil Whatcott Staff; Caralee Wood, Rod Dastrup Visitors: Mark Stephenson, Paul Johnson, Jason Christensen, Ted Bennett 1. Pledge: Phit Whatcott Prayer: Tamara Dallin 2. Approval of March 12,2025 Town Council Meeting Minutes a. The council discussed the minutes. The clerk will fix a typo. LaRee Stephenson motioned to accept the minutes for the Holden Town Council Meeting held March 12,2025. David Wood seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 3. Payment of payroll/reimbursements and bills a. The bills/payroll/reimbursement invoices dated March 13,2025- April 8 2025 were given to the council before the meeting for review. ? question as to which department purchased a fridge, it was the fire department. Tamara Dallin motioned to pay bills/payroll/reimbursement invoices March 13,2025- April 8, 2025 David Wood seconded. Roll was called; , LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 4. Petitions, Remonstrance and Communications 5. Planning and Land Use- Ted Bennet *Two applications submitted for building permits. B. Chapman's for a wood shop, measuring 35'X48'. The shop will have water and power. There is a water meter on the property already, they will need to run a power line to the shop. Before the permit can be issued Chapmans will need to submit the final plans. J. Hair's for a garage with an upstairs and a third floor great room, measuring 32'X50'. The permit number will be issued upon the town receiving the final plans. 6. Report of Officers a. - Roads & Landfill *Matt Sulivan, State official, came and inspected our landfill, everything is in order. We are in the final days of our 45 day public review. There have not been any issues or concerns brought to the attention of the state. As soon as the 45-day public review is over the state will issue the Town our permit, which will be good for 10 years. The town will be getting a new state representative over our landfill. There can be surprise inspections in the future for the landfill. *Spring clean up- Public works is down an employee and won't be able to gather green debris as they have in the past. Options include; canceling it this year, or having the gate open on a certain day and time and councilman Dallin will monitor the landfill area. Councilman Dallin will check her schedule and be on hand to monitor the landfill, she will post a notice at the post office to let the community know the dates, times, and expectations. *Public works would like to have the metal at the landfill picked up. Rod will call and make arrangements with the metal recycler to come. b. Parks, Recreation and CERT *Easter Egg hunt Saturday April 19, 10am. *Public Works met with a representative from Game Time and was given a tool to enable them to remove the bolts from the slide that is tearing from the bolts. Public works will turn the slide over accessing bolt holes that are not tearing. They will also look into the cost of a new slide. There are grants available that can help in the purchase of new playground equipment. A state grant is available the first of the year, and a grant from Game Time is available at the end of the year. The playground was first constructed in 1997. *The bathrooms at the town park should be open by April 19th. Public works will get them cleaned and turn the water at the pavilion back on. *Public Works will work on getting bids to re-paint the Town Hall. C..David Wood - Electric *There is a meeting at the town hall for the council members in Millard Co. associated with the Millard Co. Power Project. UAMPS board members will be here to explain and answer questions regarding the project. The hold on coal has been relaxed with President Trump. Hopefully we will be able to see lower power costs. d.Phil Whatcott -Fire Department *The fire department would like to hold an open house in the coming months, possibly in June. Water- Water project, water rates. *The town is at an approximate average of $41.60, the state would like to see that average at around $65.00. The town will need to raise water rates to get closer to the states desired rates for the town. *The town of Holdens state water quality report came back positively. Our water quality is good. The water report is at the post office for those that would like to view it. *The town will be looking for a new location to dig a well. The landowners have been contacted and have agreed to let the town search for water on their property. All locations are East of the freeway. The water dowser will be coming next week. e. Mayor Darren Fox *Post job opening for part time summer help at the post office. *Weed/Lawn spraying- Two pesticide companies submitted bids to the town for spraying at the park and cemetery. Blue pines with a bid of $6625.00 and Elevate with a bid of $6600.00. The decision was made to go with Blue Pine lawn and pest who are a local pesticide company. Darren Fox motioned to contract with Blue Pines Lawn and Pest for lawn spraying at the Holden town Park and cemetery, Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous 7.New Business * The Town Board Meeting date for June 2025 will be moved from the 2nd Wednesday of the month to the following Wednesday, June 18th. *A pre-budget meeting will be held May 14th at 6:30 pm in the Town Hall prior to the Town Board meeting at 7:00pm *Public works needs to replace flags at the memorial and along Main street. The flags along Main street will cost approximately $45.00 ea. Estimation on flags and hardware will be about $600-$700. Council gave the ok to purchase the needed flags. 7. Outstanding Business 8. Adjournment: Darren Fox motioned to move into a closed session at 7:55pm to discuss landowners requirements if water is found on their land, Tamara Dallin seconded. Roll was called, LaRee Stephenson- yes, Tamara Dallin-yes, David Wood - yes, Phil Whatcott- yes, Mayor Fox-yes Voting was unanimous Closed session Darren Fox motioned to adjourn the closed session at 8:05 and re-open the public meeting, LaRee Stephenson seconded.
