DIVISION OF WATER QUALITY UTAH DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC NOTICE TO ISSUE A SECTION 401 WATER QUATLITY CERTIFICATION
PURPOSE OF PUBLIC NOTICE
The purpose of this public notice is to declare the State of Utah's intention to issue a Section 401Water Quality Certification with Conditions under the authority of the Federal Clean Water Act (33U.S.C. § 1341), and consistent with the Utah Water Quality Act, Title 19, Chapter 5, Utah Code and Utah Administrative Code R317-15.

BACKGROUND
The proposed project is related to the construction of the Utah's Golden Spike State Monument Park. The project includes filling of approximately 4.77 acres of wetlands for a visitor center and vendor space; driveway access; visitor/employee parking; public rest rooms; a pavilion for group reservations; a picnic area; and interpretive trails along remaining segments of the Transcontinental Railroad. An additional 0.06 acres of wetlands for the creation of an entrance road is proposed to be impacted. Much of the work has already been completed and the applicant requests approval to retain 3.28 acres of wetland fill onsite and approval to fill an additional 1.52 acres. The proposed project also includes removal of 0.42 acres of fill from wetlands that were disturbed in 2023; with the intent to restore wetland habitat. Approximately 2.37 acres of saline wet meadow wetland will be left undeveloped onsite and preserved onsite within the park boundary; and an additional 4.8 wetland mitigation banks credits from the Machine Lake Mitigation Bank will be purchased as mitigation for the project.
