(As a result of the recent legislative session changes to statute, EHEC has approved the following rule changes which incorporate new definitions and technical corrections.)

R392-106 Microenterprise Home Kitchen Sanitation Approved Unanimously -Being amended to give operators 72 hours of food prep time instead of same day. This rule will be amended to coincide with the statute that was amended in the 2025 legislative session (SB315) to give operators 72 hours food prep time instead of the same day only.

Sanitation and Safety of Schools Approved Unanimously - This rule will be amended to coincide with statute that was amended in the 2025 legislative session (SB272) to exempt micro-education entities and home-based microschools from the rule.
R392-702 Cosmetology Facility Sanitation Approved Unanimously - Changed some of the definitions in statute and this rule amendment references the new definition locations. This rule will be amended to coincide with the statute that was amended in the 2025 legislative session (SB330) which impacted referenced definitions and applicability.
R39-103 Food Handler Training and Certificate Approved Unanimously - Amended to remove outdated language that requires only having a physical hard copy document of the food handler's card. This rule will be amended to remove outdated language that limits a food handler permit to only a physical, hard-copy document. This amendment will provide a legal path for the rollout of digital food handler permits.

Utah Oral Health Innovation Project (UOHIP) 5/15/2025
This submission is for the NCC for Budget Year 4 (of 4) of the Utah Oral Health Innovation Project. During Budget Year 4, grants to States to Support Oral Health Workforce Activities, the Utah Department of Health and Human Services will continue the Utah Oral Health Innovative Program (UOHIP), an innovative pilot project in the Ouray/Vernal Service Area, known as the Uintah Basin.
