Planning and Zoning Minutes
April 7, 2025, at 5:00 pm
The Panguitch Planning and Zoning meeting was held at the Panguitch City Office at 25 S 200 E. Those in attendance were City Manager Mat Houston, City Recorder Tyrissa Howell, Committee Chair Chad Veater, and committee members Garrett Wolfley, Jon Torgerson, Clarence Herron, Clint Albrecht, and Tracy Wright.
Others in attendance were Brittney Feller, Tori Brown, and Paul Dastrup.
Adoption of the Agenda
Tracy Wright moved, seconded by Garrett Wolfley, to adopt the agenda. The motion passed with all in favor.
Approval of the Minutes
Garrett Wolfley moved, seconded by Tracy Wright, to approve the minutes. The motion passed with all in favor.
Signage - PES Marquee
Brittney Feller submitted a conditional use application containing the necessary signatures and a letter from the Garfield County School Board requesting the city to approve the sign. Clint Albrecht noted that home-based business signs are limited to 3x5, but an elementary school does not constitute a home occupation. Garret Wolfley remarked that permitting the sign in residential areas establishes a precedent, and he has concerns with the lighting of the sign affecting neighbors.
Clarence Herron moved, seconded by Jon Torgerson, to recommend approving the proposed sign for Panguitch Elementary. Garrett Wolfley opposed. The motion passed.
Signage - Olivia's Gift Shop
The planning and zoning committee discussed concerns about the proposed sign hanging too low from the planned 8-foot attachment to the building.
Clint Albrecht moved, seconded by Clarence Herron, to recommend the approval of the signage for Olivia's Gift Shop if they provide more detailed information on installation and the height of the sign, meeting building code requirements. The motion passed with all in favor.

Clint Albrecht moved to adjourn at 5:41 pm.
